General Definition of Work

Performs difficult skilled technical work; supervises and manages employees in the day-to-day operations of the City’s water distribution system; serves as first resource for CityLink, customers, citizens, and internal and external departments; investigates citizen complaints and works to resolves conflicts dealing with water, sewer, water meters and fire hydrants; maintains records; develops training programs and opportunities; attends meetings; responds to emergency calls; related work as apparent or assigned. Work is performed under the general direction of the Field Operations Manager. Continuous oversight is exercised over the WSFC Utilities distribution system, Meter Services, and Cross Connection Control and Backflow Prevention.

Examples of Duties

  • Manages the day-to-day operations over water distribution, Meter Services, and Cross Connection Control for the Utilities Field Operations Division, including installation, maintenance, and repair of water mains, water service connections, water meters, and fire hydrants.
  • Serves as a customer service liaison and primary resource for internal and external customers.
  • Manages multiple contracts that affect the operations of the Utilities Field Operations department, including underground utility locating services, fire hydrant replacement, valve exercising, service line renewal, and maintenance to City-owned backflow devices.
  • Manages and attends meetings for short- and long-term planning, establishing goals performed by the department; manages internal meetings for all engineering technicians and senior engineering technicians and office support staff.
  • Schedules work and gives guidance to staff; conducts performance evaluations and reviews evaluations conducted by subordinates.
  • Oversees all departmental rolling stock, locating equipment and devices, ensuring it is maintained and serviceable; makes recommendations for budgeting equipment for capital outlay.
  • Reviews and processes all paperwork and reports associated with the department.
  • Serves as the City’s Distribution System Operator in Responsible Charge (ORC) and serves as the Utilities Field Operations representative for the Lead and Copper Rule Compliance Program (LCRCP).

Knowledge, Skills and Abilities

Thorough knowledge of drawings and technical specifications, Federal and State Regulations operations and maintenance manuals, time and attendance records, employee performance appraisal system, public notice and press releases; comprehensive knowledge of GIS, technical reports, charts and graphs, Standard Operating Procedures, operating budget and purchasing guidelines; knowledge of best practices and means of methods in the water/sewer construction industry; knowledge of water and sewer plant operations and best industry practices; knowledge of Microsoft Office Suite and position specific software; thorough knowledge of the tools, equipment, materials, methods and practices employed in water and sewer system maintenance work; ability to establish and maintain effective working relationships with supervisors, co-workers and the public.


Education and Experience

Any combination of education and experience equivalent to a bachelor’s degree in Civil or Environmental engineering or a related science field plus a minimum of two years of experience in the operation and management of a water distribution system. Knowledge of the theory and practice of municipal water distribution systems including but not limited to metering, cross-connection control, and other related distribution system functions. Must be skilled in the supervision of employees with a varying range of educational backgrounds. Must be able to establish performance standards and enforce them. Must have excellent written and oral communications skills. Must be able to utilize standard desktop PCs to accomplish word processing, spreadsheet preparation and have basic computer skills needed to learn to use data and maintenance management software. Must have knowledge of OSHA regulations as they pertain to the workplace.


Physical Requirements

This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and lifting and occasionally requires standing, walking, tasting or smelling and pushing or pulling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm’s length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and occasionally requires working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

  • Valid driver’s license.
  • Grade-A Water Distribution Operator Certification within three years.
  • NC Cross Connection/Backflow Operator Certification within two years
  • Grade-4 NC Wastewater Collections System Operator desired within five years.
