This para-professional position involves technical work pertaining to ad valorem property valuation, title conveyance, public assistance, data maintenance and other assessment purposes. All work is to be performed competently and in a manner that is independent, impartial, and objective.

Generally, the hiring range is $41,187-$51,484 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The job responsibilities of an Assessment Technician are grouped into the categories of Public Assistance, Appeals and Parcel Maintenance of real and personal property, however each position may not incorporate all of the duties and responsibilities provided below. The Assessor reserves the right to modify or change the duties or essential functions of this job at any time.)

Public Assistance:

  • Provides information to property owners, businesses, and other governmental entities in person, by phone or e-mail. Utilizes various online services, software packages, electronic and hard copy maps, plats, and other resources to research and communicate appropriate information.
  • Processes senior and disabled veteran property tax exemption applications. Enters information into Computer Assisted Mass Appraisal (CAMA) software for qualified applicants, and maintains appropriate property record data. Monitors sales of properties with exemptions.
  • Reviews requests for Peace Officer masking, and processes appropriately. Monitors Peace Officer property sales and audits as needed.
  • Assists with communication including, but not limited to, sales verification, conveyance and agricultural correspondence, correction letters, income and expense letters, verbal and written contact with property owners and tax agents.

Appeals:

  • Works with other Assessment Technicians to organize workload related to the Assessor level appeal process. This may include but is not limited to the acceptance, scanning, scheduling, and logging of appeals into CAMA software.
  • Supports the workload related to County Board of Equalization appeals and enters notes and determinations into CAMA system.

Parcel Maintenance:

  • Performs quality control on data for new subdivisions, splits and combinations, and processes the data into the CAMA system.Reviews plats, account creation from GIS Technicians, and transfers of ownership on newly created accounts.
  • Reviews, analyzes, and processes recorded conveyance and related documents using Content Management System (CMS), Recorded Document Systems and CAMA software. Applies pertinent State statute, comprehends and interprets legal descriptions, and discerns between different types of conveyance documents (deeds) in the transfer of real property.
  • Analyzes information provided in the Real Property Transfer Declaration (TD-1000) forms associated with sale transactions for accuracy and completeness. Enters the data into the CAMA as part of the Sales confirmation process.
  • Working with county and municipal building departments, investigates and processes building permits into CAMA software, and tracks Certificates of Occupancy specific to each Appraisal Section.Provides data to appraisers for property inspections and organizes their workload for efficiency and proper time management. Researches the status of improvements under construction as of the January 1 Assessment Date, and enters the percentage of completion into the CAMA system.
  • Sorts, logs and performs basic data entry for Business Personal Property Declarations.
  • Assists Personal Property Appraisers with field work during the Discovery and Audit processes.
  • Perform changes to property mailing addresses in compliance with USPS addressing standards.

Miscellaneous Duties:

  • Maintains and updates procedures
  • Identifies and updates parcels for classification changes;
  • Performs quality control review of data in CAMA system to ensure accuracy.
  • Scans documents into County imaging system.
  • Performs other duties as assigned.

SUPERVISION RECEIVED: Under general supervision, the employee receives assignments and is expected to carry them through to completion with substantial independence. Work is reviewed for adherence to instructions, accuracy, completeness and conformance to standard practice or precedent. Recurring work clearly covered by guidelines may or may not be reviewed by supervisor.

SUPERVISORY RESPONSIBILITIES: None.

CONSEQUENCE OF ERROR: Consequence of error may result in the incorrect or inappropriate assessment of property value resulting in loss of revenue to the County, and other taxing entities, inequity to the taxpayer, and inefficient time management for staff and property owners. Inaccurate property information adversely impacts public perception of local government.

INDEPENDENT JUDGMENT: Apply independent judgment to tasks based on knowledge, training, and past experience. Staff is expected to follow written and documented procedures and established protocols responding to requests based on the established norms and practices of the office.

CONTACTS: This position has daily contact with co-workers, supervisors and regular substantial contact with property owners, businesses, and other County departments.


MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

  • A high school diploma or GED equivalent is required.
  • Two years of progressively responsible experience in a business or public contact environment.
  • The ability to meet continuing education requirements set by the Douglas County Assessor’s Office.
  • A combination of education and experience may be considered.

Skills: (Language and math) Basic knowledge of computer software, including file management, internet and e-mail use. Able to learn computer systems related to assessment. Able to solve practical problems by appropriately choosing from a variety of mathematical techniques. Expresses ideas and facts to individuals or groups in a succinct, organized manner, listens to others and facilitates an open exchange of ideas. Recognizes and uses correct English grammar, punctuation and spelling; produces written information that is appropriate for the intended audience. Skill in establishing and maintaining effective working relationships with other employees, organizations, and the public.

CERTIFICATES, LICENSES, AND REGISTRATIONS: Must possess a valid Colorado Driver’s License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.

WORK ENVIRONMENT:

Material & Equipment: The employee is required to operate a computer, scanner, fax machine, printers, plotters and large format copier.

Physical Demands: To perform the duties of this position the employee is regularly required to sit, stand, and operate office equipment. The employee is regularly required to talk and hear. Specific vision abilities required by this position include close vision and the ability to adjust focus.

General Work Environment: Work is performed in an indoor office environment, with a noise level that is typically moderate.
