Air Quality Specialist (AQS) I

SALARY AND BENEFITS: $5887 to $7173 per month, Cafeteria Health Benefit Plan; SBCERA Retirement Plan; Paid Vacation, Holidays, Sick Leave, Life Insurance, and Disability.

The Mojave Desert Air Quality Management District is currently recruiting to fill for the position of Air Quality Specialist I. Under direct supervision, the Air Quality Specialist I will be assigned District, State and Federal programs and assist in the preparation of written correspondence, reports, permits, rules and plans. This position has familiarity with state and federal air quality regulations, and has knowledge of District compliance policies.

The District, headquartered in Victorville, provides air quality compliance, engineering, and monitoring for the Mojave Desert Air Basin.

Education and Experience:

The Air Quality Specialist I position requires the possession of: Equivalent to the completion of an Associate’s degree from an accredited college or university with major coursework in environmental science, biology, chemistry, engineering, geology, health, mathematics, meteorology, physics or planning (or directly related physical or environmental science field or discipline), or a combination with professional regulatory certifications, or closely related fields that could likely provide the desired knowledge and abilities (educational equivalency justification may be required); and increasingly responsible experience with relevant regulatory interpretation, enforcement, pollution control and related fields.

Examples of Duties for this position:

Must be able to perform all of the essential job functions satisfactorily. Principles of science (primarily chemistry and physics) and mathematics related to determining, evaluating, monitoring and controlling air quality. Familiarity with implementation for various District programs including: asbestos, breakdown, burn, complaint, variance, delinquency and federal high priority violator. Hearing Board support including variance application review, variance status tracking and reports to the Hearing Board. Issuing, tracking and administering a Notice to Comply and/or a Notice of Violation. Observation and inspection of any equipment or facility to determine if regulatory requirements and permit conditions are met, assisting source operators with compliance and preparation of related reports and documents. Reviewing and witnessing source tests for District compliance and preparation of related reports and documentation. Inspection and observation of facilities with Federal Operating Permits (Title V) to determine if permit conditions are met and preparation of related reports and documents. Operation of standard office equipment including a personal computer and basic office software (PC, spreadsheet, presentation and database applications). Use of standard business arithmetic, including percentages and decimals. Purposes and procedures of agencies involved in air quality management. Analysis of legislation, regulations and technical publications related to air quality management. Application of scientific methods to investigate air pollution problems. Prepare technical reports. Research, compile and summarize data. Principles of industrial safety. Compose correspondence independently or from brief instruction. Successfully interface with difficult or negative personalities and situations. Use of tact, discretion, initiative and independent

judgment within established guidelines. Correct English usage, including spelling, grammar, punctuation and vocabulary. Organize work, priorities, deadlines and follow-up assignments with close direction.

THE EXAMINATION:

Applications will be competitively evaluated. Selected candidates may be invited to an oral examination and interview, and may be invited to additional structured written and practical tests.

Eligibility Lists: A list of qualified candidates will be established in descending order of score or rank resulting from the evaluation or examination process. Candidates’ names may remain on an eligibility list for six months unless otherwise indicated. Eligibility lists may be extended under special circumstances.

Medical Examination: Conditional offers of employment are made with the understanding that candidates may be required to pass a medical examination. Failure to meet medical standards may result in termination or withdrawal of appointment if employed prior to completion of the District’s medical examination.

Immigration Law: At the time of hire, District employees must meet the documentation requirements of the Immigration Reform and Control Act of 1986.

Probationary Period: All regular District employees must satisfactorily complete a probationary period of six months. Upon promotion, employees must complete a new probationary period.

LICENSE: This position requires the possession of, or the ability to obtain, a valid California Class C Driver’s License.

OTHER REQUIREMENTS: This position requires the possession of, or the ability to obtain, a valid California Air Resources Board’s Visible Emission Evaluation (VEE) certification.
