Normal Work Hours and Location:
Typically, Monday – Friday 8am 4:30pm. Work hours may vary from time to time.


Position Function: Under general direction of the Assistant Operations Manager, the Water Distribution Crew Leader, performs duties as assigned. The Water Distribution Crew Leader is a supervisory role and reports to Assistant Operations Manager.

Essential Duties and Responsibilities:

  • Schedule, plan, direct, and assist in any and all activities of work crew engaged in the water distribution team.
  • Evaluate daily work assignments, coordinate, and delegate duties to subordinates as necessary for timely completion of work assignments.
  • Ability to train, direct and supervise the work of all team members.
  • Ability to establish and maintain effective working relationships with employees, all district departments, and customers.
  • Responsible for supervising and organizing the work of and assuring the technical correctness of functions performed by water distribution team.
  • Establish policies, methods, and procedures to be followed by team members.
  • Operate heavy/light equipment such as, skid steer, backhoe, excavator, rubber tier loader, hydro excavator, air compressor, tractor, mower, weed eater, trencher, truck, trailer, and related equipment as needed.
  • Monitor equipment utilization and maintenance, recommend/suggest replacement of equipment, and may participate in the preparation of specifications for acquisition of equipment.
  • Repair, maintain, and replace district infrastructure.
  • Maintain inventory and order necessary material, parts and tools to complete assignments.
  • Subject to after-hour call outs for emergency situations, including on call rotation and special events.
  • Document and maintain records of all completed projects, tasks, and assignments.
  • Communicate either by phone or email with Texas811 and other Mustang departments.
  • Must be able to follow GIS maps or as-builts.
  • Monitor SCADA (Specific Energy) and acknowledge SCADA communication.
  • Lift up to 100 pounds. Sit, stand, twist, bend, stoop, or kneel for extended periods of time while completing tasks.
  • Work Inside and Outside in inclement weather including but not limited to Heat, Cold, Rain, or Snow.
  • Climb and descend ladders.
  • Clean work areas, trucks, and facilities.
  • Inventory truck and stock with parts/tools as needed.
  • Basic knowledge of Microsoft Office (Outlook, Teams, Excel, Word).

Other Important Duties:

  • May be subject to work outside normal business hours.
  • May occasionally be required to be on-call, work weekends, and evenings/nights.
  • Consistent attendance and punctual is essential.
  • Willingness to grow and learn with Mustang.

Education Experience and Requirements: High School GED or Diploma. Valid Texas Driving Record with acceptable driving record. Must obtain Commercial Driver’s License within 1 year of employment. Must obtain Class “D” Water license issued by the TCEQ within 1 year of hire date. Must obtain Class “C” Water License either Groundwater or Distribution within 4 years or before “D” Water license expires.

  • General knowledge of basic construction hand tools.
  • Follow written and oral communication.
  • Communicate via phone, text, email, or radio.
  • Be able to read, write, and some math.

**NOTE** “D” water license is only valid for 3 years without the option to renew.

Employer Provided Training: Mustang will provide/pay for all classes needed to obtain the licenses listed below. In addition to all fees required for testing.

TCEQ “D” Water License Requirements:

  • Basic Water Operations Class
  • Application approval from the TCEQ (Background check, class verification)
  • No “hands on” experience needed.
  • In addition to paying for the employee to attain the license, they will receive a $160 pay increase per pay period.

TCEQ “C” Water License Requirements:

  • Basic Water Operations Class
  • Groundwater Operations or Water Distribution Class
  • 1 Elective course approved by the TCEQ.
  • 2 years “Hands On” Experience (May substitute college credit or additional classes for 1 year experience, TCEQ approval needed).
  • Application approval from the TCEQ (Background check, class verification, experience verification).
  • In addition to paying for the employee to attain the license, they will receive a $320 pay increase per pay period.
