Position Summary

Oversee Youth and Young Adult Violence Prevention work and strategies, which addresses violence as a public health concern and other specified violence-related functions of the City of Brooklyn Park, and coordinate violence prevention efforts across the entire City. Provide leadership in establishing and maintaining community and intergovernmental relationships and provide services necessary to addressing system-level issues that emerge.

To be successful in this position, an individual must have an understanding of youth work, youth-based outreach and engagement and social services.

  • This is a grant-funded full-time benefited position.

Essential Duties and Responsibilities

  • Establish work priorities and procedures which respond to community needs. Ensure accuracy, timeliness, and accountability of program functions and reporting. Ensure that program work is conducted in accordance with grant and city requirements. Work with the Assistant City Manager to help set direction, provide leadership and lead business process improvement. Develop policies and procedures pertaining to the Division's functions.
  • Coordinate violence prevention efforts, specifically for youth and young adults, across the City of Brooklyn Park. Work with the management team in the development and subsequent communication of the department mission and vision, both internally and externally. Responsible for developing and delivering presentations to internal and external agencies, City committees, community organizations, and with the media, on key violence prevention efforts. This position will be heavily involved with internal and external coordination and collaboration with multiple government (law enforcement, schools, other cities, county, and possibly state) and non-government (community organizations like Minnesota ACTS Now, MIB/Villages of BP, A Mothers Love, etc.) organizations.
  • Lead the development of innovative strategies or modify existing programs based on community needs and best and/or emerging practices. Assist in the research, preparation, and submission of requests for grant funding. Assess the need for new initiatives, adjust current strategies to meet the changing needs of City residents within available resources and assume administrative oversight of new initiatives as appropriate. Develop and test incident management skills, training and exercising various department emergency management leadership roles.
  • Establish collaborative, effective, and professional relationships with all levels of representatives from other city departments and external agencies such as Hennepin County, City of Brooklyn Center, and the City of Minneapolis. Build collaborations and partnerships with the public and private sectors to seek funding and support for community health interests. Report to the Assistant City Manager and other directors on any issues or situations which would impact community members, other team members, or the Division. Provide leadership related to Public Health Emergency Preparedness planning, training, and response. Build relationships and partner with non-governmental organizations such as Minnesota ACTS Now, MIB/Villages of BP, A Mothers Love, etc.
  • Oversee the preparation of grant applications to initiate or support innovative community-based programs. In addition, seek out funding partnerships for large scale Department initiatives. Oversee the development of program budgets and spending plans and monitor expenditures so that projects are completed on schedule and within budget limitations. Oversee the development of written and oral reports for policy makers and community members. Keep current with emerging public health findings and best practice approaches.
  • Responsible for preparing and managing the Division budget. Work with the Assistant City Manager, regarding contract compliance for the division, including contract negotiation, preparation, processing, implementation, monitoring, and reporting. Provide input to organizational public policy, legislative agendas related to the areas of responsibility, and general allocation of available funds. Focus and service must be realigned as priorities change. The coordinator is responsible for planning projects by resources and is accountable for measuring results against budget or plan.

Minimum and Desired Qualifications

Education

Bachelor's degree in public health, public administration, public policy, criminal justice, social work or a related field

Experience

Six years or more of progressively responsible experience which includes management in health and/or human services or a highly related field

Equivalency

An equivalent combination of education and experience closely related to the duties of the position MAY be considered

  • Understanding of youth work, youth-based outreach and engagement and social services.

  • Skilled in project management, strategic planning, continuous improvement, facilitation and evaluating performance measures
  • Ability to provide a level of customer service that meets or exceeds customer expectation and satisfaction
  • Ability to relate and work effectively with people from diverse cultural, socioeconomic, racial and ethnic backgrounds
  • Embrace and engage in cultural shift toward Continuous Improvement

Desired Qualifications

  • Successful record of influence, community building, networking, and deploying programs in violence prevention, preferably in the Twin Cities metro area.
  • Experience in employing effective problem solving and leadership skills to bring about transformative change.
  • Five (5) or more years of experience in youth work, youth-based outreach and engagement and social services.
  • Previous work experience or active community involvement in the Twin Cities metro area.
  • Demonstrated and successful grant writing experience
  • Previous experience working with people from various cultural, socioeconomic, racial and ethnic backgrounds
  • Fluency in Spanish, Hmong, Russian, Somali, Laotian or Vietnamese language(s)

Anticipated Work Schedule: This is a full-time, exempt, non-union position that will work a flexible 40-hour work week with some evenings.

Anticipated Hiring Wage $92,851- $109,220, dependent on qualification and team equity
