Official Position Description:

Supervises & assists employees engaged in highway maintenance program projects in County Garage (e.g., project inspection, materials control & testing, pavement repair, drainage repair, bridge maintenance repair, maintenance & repair of culverts &/or guardrail, snow removal & ice control, mowing, seeding & maintenance of roadside parks); ensures predetermined work priorities are accomplished; provides training to employees on equipment usage & standard operating procedures.

Inspects progress of on-going & completed projects for assigned area: completes progress reports on projects; inspects & reviews permits; prepares & maintains reports for assigned area; enforces departmental policies, procedures & safety regulations.

Operates equipment associated with work crew activities (e.g., snowplow with salt spreading equipment, nuclear gauges, test kits, loader, backhoe).

Performs related miscellaneous duties to facilitate the operational efficiency of work unit (e.g., ensures assigned state equipment is properly maintained; assists in office & field inventories; reads work related publications & conducts & attends training to keep pace with changes in technology, regulations, new or improved practices; attends pre-construction meetings; investigates inquiries & provides information to general public &/or public officials in response to inquiries; refers major complaints to proper authority).

Performs related record keeping (e.g., ensures construction project data is entered in Construction Management System(CMS), maintains daily work records of equipment & material usage & time usage by crews; manually inventories materials, parts, & supplies & maintains inventory records; contacts vendors to order materials, parts, supplies, equipment,&/or services; completes requisitions for materials, equipment, & tools). Approves & signs payroll forms, employee leave forms (vacation, sick, personal, comp); conducts performance evaluations & discusses/completes Annual Training Plan with subordinates. Operates personal computer to enter & retrieve work data (e.g. CMS, TMS, EMS, RWIS, inventory, reports & correspondence).


Qualifications

Applicants must meet one of the following depending upon the program projects assigned to the position in question:

For positions involved in equipment maintenance & repair, requires 2 yrs. trg. or 2 yrs. exp. in equipment maintenance & repair (i.e., automotive mechanics &/or auto body repair), associated safety practices, & using/operating associated equipment.

  • Or for positions involved in bridge maintenance & repair, requires 2 yrs. trg. or 2 yrs. exp. in bridge maintenance & repair, associated safety practices, & using/operating associated equipment.

  • Or for position involved in route marking, requires 2 yrs. trg. or 2 yrs. exp. in route marking, associated safety practices, & using/operating-associated equipment.

  • Or for positions involved in highway maintenance, requires 2 yrs. trg. or 2 yrs. exp. in highway maintenance, associated safety practices, & in using/operating associated equipment.

  • Or equivalent of Minimum Class Qualifications for Employment noted above.

Note: if position will be assigned to operate motorized equipment of size & type regulated by Sections 4506.1, 4506.03 & 4506.12 of Ohio Revised Code, applicant must also have valid commercial driver license; if required to operate state vehicle must have valid driver’s license.


Knowledge of supervisory principles & techniques or management*; equipment maintenance & repair, bridge maintenance & repair, route marking & associated safety practices. Skill in operation of machines, tools & equipment applicable to assigned projects; operation of personal computer*; operation of motor vehicle. Ability to oversee & inspect ongoing & completed projects; gather, collate & classify information about data, people or thin gs; prepare & maintain accurate reports & records; handle routine inquiries & minor complaints from general public & refer major complaints to higher authority.

All bargaining unit and exempt new hires to ODOT must serve a one year probationary period.

This position is overtime eligible per FLSA Standards.

If this position is filled internally, the wage rate will be determined in accordance with the Ohio Revised Code.

All exempt promotions are required to serve a 6 month probationary period.

Valid driver's license required if operating state-owned vehicle.

Requires Valid Ohio Commercial Driver License - Class B, with Tanker Endorsement.
