Job Summary:
Under assigned supervision, maintains compliance of regulations, policy, and procedures for the TANF program by conducting audits and investigations on various aspects of the program. Reports findings as required and helps to determine corrective actions as needed. Implements changes as approved.

Job Duties:
Evaluates compliance of current program services, processes, and policies and makes recommendations for changes as needed to reflect best practices. Maintain knowledge of current federal program law and regulations for the TANF program and shares this information as needed especially with TANF Program staff. Conducts audits of case files to determine the program and federal regulation compliance. Reviews monthly cash assistance payments for the program and federal regulation compliance. Reports compliance and evaluation findings to appropriate individuals in written and verbal formats. Assists TANF Program policy and procedures as needed in accordance with Federal regulations and to reflect best practice for the program. Implements approved program changes as determined. Maintains records of compliance actions including, but not limited to audits, reviews, reports, findings, and program policy and process changes. Creates and develops TANF program training as needed that encompasses program changes and educates staff concerning those changes and provides training follow up as needed. Assists with federal reporting requirements. Attends training and conferences for program updates and technical assistance. Maintains confidentiality on all clients/program participants and personnel. Conducts home visits as needed. Initiates investigative procedures on notification of program-related fraud. Conducts interviews to obtain statements to aid in the resolution of a potential fraud or any other financial discrepancies. Collects and evaluates evidence in order to establish the facts of a case. Develops and implements appropriate action plans necessary for the investigation of fraud. Maintains knowledge of social service and public assistance laws and regulations in order to identify fraud type and charges to be pressed. Obtains and preserves evidence which may be subpoenaed and deemed useful in the prosecution of legal cases. Creates reports containing a detailed account of an investigation as well as recommendations on the next line of action and presents those reports in written and verbal formats as needed. Solicits the help of organizations, agencies or individuals with useful information regarding an investigation. Serves as expert witnesses to testify in court if applicable. Verifies the authenticity of obtained information by checking it against other verified sources. Other duties may be assigned.

This job has no supervisory responsibilities.

Qualifications:
EDUCATIONAL REQUIREMENT:
Bachelor's degree from a 4-year college or University in Political Science, Criminal Justice, Accounting, Sociology, Psychology, Behavioral Science, Management, Education, Guidance and Counseling, Human Relations or similar field.

EXPERIENCE REQUIREMENTS:
An additional (2) two years experience in a related field.

COMPUTER SKILLS:
An individual should have knowledge of Accounting software; Database software; Internet software; Spreadsheet software and Word Processing software.

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating. Valid driver’s license required to operate tribal vehicles and GSA vehicles. This position must be able to travel to various locations.

OTHER QUALIFICATIONS

Must meet and maintain pre-employment and periodic background investigation and adjudication for child care.
