**Position can be filled as a T & D Metering Technician I, II or III depending on qualifications **

A. JOB QUALIFICATIONS: Under close supervision for one year and directive supervision, thereafter, following specific instructions as to methods and working details, must be able to perform simple and routine tasks involved in the repairing, adjusting, programing, and testing of electric meters in shop and field, and be qualified to do the following and related work as assigned:

T&D METERING TECHNICIAN I
  • Use and maintain a laptop computer for use in programming and maintenance of meters, completing daily work orders, time reporting, load validation forms, and other electronic forms as required.
  • Connect and use test board and understand use of testing instruments.
  • Read, connect, and disconnect meters.
  • Program and test new meters.
  • Clean, repair, re-program, and test old meters.
  • Read and reset demand meters.
  • After first year, perform periodic tests, make repairs and adjustments on residential and small commercial meters.
  • Inspect meter and meter loop for irregularities.
  • Check customer's wiring for accidental grounds.
  • Check installation for proper secondary ground.
  • Check secondary voltage at customer's entrance, and make load checks.
  • Calculate secondary meter constants.
  • After first year, perform complaint tests on residential and small commercial meters including those with demand attachments.
  • After first year, perform polyphase secondary meter changes and testing.
  • After six months, perform de-energized transformer rated meter installations.
  • Assist in assembling, building and installing primary metering equipment.
  • Perform general and miscellaneous labor in and out of the meter shop.
  • Perform necessary housekeeping.
  • Prepare detailed/accurate records, reports and file as needed.
  • Handle and work from ladders.
  • Operate Company's trucks and automobiles.

B. EXPERIENCE AND SPECIAL QUALIFICATIONS:
  • Vo-Tech/Associates electrical/instrumentation degree or equivalent instrument rated electrical metering experience required.
  • Within six months after employment, know Company's safety rules, and be able to administer all approved methods of resuscitation, and be able to render practical first aid.
  • Have a Valid Driver’s License.
  • Know city streets, and roads in rural sections.
  • Be responsible for Company computers, tools, instruments and equipment.
  • Be familiar with meter and repair parts stock.
  • After six months employment, have a working knowledge of Company's practice and standards as related to his work.
  • After one year's employment, have an elementary working knowledge of electrical fundamentals and meter terminology.
  • After one year of employment, must be familiar with Company's rules and regulations applying to service and meter installations, Underwriters' National Electrical Code; and any state or local regulations governing electrical wiring as pertains to service and meter installations.
  • After one year of employment must be able to read and understand simple wiring diagrams and blueprints.
  • Be able to perform simple routine operations of moderate variety.
  • Must be able to qualify/obtain a TWIC (Transportation Worker Identification Credential) card and work in petrochemical facilities.
  • Satisfactorily complete all necessary and mandatory training requirements associated with the position.

C. PHYSICAL QUALIFICATIONS:
  • Must have full use of mental and physical faculties.
  • Have strength and endurance adequate for arduous labor as circumstances may require.
  • Must be able to recognize spectrum of colors.

D. PERSONAL QUALIFICATIONS:
  • Be particularly alert in observing hazards and avoiding accidents.
  • Be willing to work under unusual surroundings, as well as the normal working conditions pertaining to this job.
  • Must possess keen faculties of observation.
  • Have a temperament suited to jobs where manual dexterity, precision, and patience are particularly essential.
  • Be able to receive and execute orders and instructions in such a manner as to inspire respect and confidence of superiors.

T&D METERING TECHNICAN II
  • All duties of a T&D Metering Technician I.
  • Investigate complaints, make the necessary reports of conditions found and corrective measures taken.
  • Make periodic tests and adjustments on all secondary power meters, both self contained and transformer types.
  • Test, program, repair and adjust all types of single phase and polyphase secondary meters and demand attachments.
  • Test, repair and adjust all types of combined secondary power and lighting meter installations and demand attachments.
  • Assemble and build all types of secondary and primary metering equipments in shop, and assist in installation of primary metering equipment in the field.
  • Install all types of secondary metering equipments.
  • Make all secondary instrument ratio and polarity, phase angles, voltage and load checks.
  • Calculate polyphase secondary meter constants.
  • Install and remove all types of secondary meters and related equipment.
  • Assist in testing, repairing and adjusting all types of primary meters and related equipment.
  • Assist in making power factor tests.
  • Assist qualified mechanic in work on energized primary circuits and equipment as related to meter work.
  • Instruct and train other employees
  • Direct work of others when authorized.
  • Plan and lay out work assigned in a safe and efficient manner.
  • Install and remove power quality monitoring equipment as requested.
  • Able to install and operate Metering programs on computers.

B. EXPERIENCE AND SPECIAL QUALIFICATIONS:
  • Must have worked for at least two years, and qualified, as a T&D Metering Technician I, or have had equivalent experience in related work having all qualifications of the previous classification.
  • Know Company's safety rules, and be able to administer all approved methods of resuscitation, and be able to render practical first aid on or off the ground.
  • Have a valid driver’s license.
  • Know city streets, and roads in rural sections.
  • Be responsible for Company computers, tools, instruments and equipment.
  • Have working knowledge of Company's practices and standards as related to his work.
  • Know Company's mechanical and electrical tagging rules.
  • Be thoroughly familiar with meter and repair parts stock.
  • Have a practical working knowledge of electrical circuits and equipment including ability to draw basic vector diagrams.
  • Be thoroughly familiar with Company's rules and regulations applying to service and meter installations, Underwriters' National Electrical Code and state or local regulations governing electrical wiring.
  • Be able to read and understand wiring diagrams and blueprints.
  • Be able to perform routine operations of moderate complexity and variety.
  • Must be able to qualify/obtain a TWIC (Transportation Worker Identification Credential) Card and work in petrochemical facilities.
  • Satisfactorily complete all necessary and mandatory training requirements associated with the position.
  • Obtain enough (CIP) Physical & Cyber Security to perform work in any Transmission or Distribution Substation

T&D METERING TECHNICIAN III
  • All duties of T&D Metering Technician II.
  • Test, program, repair and adjust all types of primary meters and related equipment.
  • Install and remove all types of primary metering equipment.
  • Make all types of load analyses and instrument transformer ratio and polarity checks.
  • Calculate all types of meter constants.
  • Use indicating instruments for checking purposes.
  • Work on energized circuits and equipment as related to meter work.
  • Make all types of load tests on distribution transformers.
  • Install and remove all types of switchboard and control wiring, and equipment as related to meter work.
  • Check phase angles sequence and rotation.
  • Conduct voltage, load, substation, ground and special tests.
  • Test, repair, adjust and calibrate all types of laboratory standards, meter test tables, precision and other instruments.
  • Test, repair, program, adjust and calibrate all types of demand meters and attachments.
  • Test, repair and adjust relays used in connection with remote metering equipment.
  • Test, repair, adjust and calibrate all types of switchboard, control wiring, and equipment as related to meter work.
  • Make complete investigation and analyze all complaints of large industrial customers as related to metering equipment.
  • Perform research work in connection with metering problems.
  • Make all tests in connection with network, totalizing or other complex metering installations.
  • Maintain enough (CIP) Physical & Cyber Security to perform work in any Transmission or Distribution Substation.

  • Have a thorough working knowledge of electrical fundamentals including ability to draw basic vector diagrams.
  • Be able to read and understand all wiring diagrams and blueprints in connection with the installation, testing, adjusting and maintenance of meters, switchboard, relays, controls, and related equipment.
  • Be able to understand technical problems and perform a wide variety of non-routine work where only general methods of procedure are available.
  • Know Company's electrical and mechanical tagging rules.
  • Know Company's service policies.
  • Must be able to qualify/obtain a TWIC (Transportation Worker Identification Credential) Card and work in petrochemical
