Job Summary:

Support the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO) program as a business analyst to provide solutions for high-priority business goals and strategic technical decisions. Ability to translate business and processes into requirements. Proactively develop communication briefings to inform VA leadership and other external stakeholders on common Interoperability objectives and activities. Provide technical editing for Congressional deliverables. Build stakeholder consensus and ensure all groups are in agreement and can implement the proposed solution along with tracking timelines and milestones. Develop business cases, requirements, use cases, test plans, test strategies, and operational procedures and plans with supporting documentation to improve and streamline workflows. Document and manage issues and actions for IT applications and projects. Evaluate applications and IT environments, analyze gaps between current and desired states. Propose recommendations based on existing and new products, industry best practices, and policy decisions.

Minimum qualifications:

  • 5+ years of professional work experience
  • Experience with coordination, scheduling and identification of all long-term, mid-term, and near-term deployment activities
  • Experience identifying scheduling and coordination risks
  • Ability to use strong oral and written communication skills to communicate highly technical subject matter to broad audiences, including Executive-level audiences
  • Proven conceptual, analytical, verbal and written communication skills, with ability to communicate with all levels, technical as well as non-technical stakeholders
  • Experience with gathering business requirements and developing functional specifications
  • Experience coordinating with developers, testers, site staff, installation staff and others to ensure that schedules and expectations are completed in a timely manner
  • Proficient with MS Project, MS SharePoint, MS Excel
  • Experience with coordination, scheduling and identification of all long-term, mid-term, and near-term deployment activities
  • Experience in defining and implementing technology solutions for a federal or state agency
  • Experience identifying scheduling and coordination risks
  • Bachelor’s degree in Computer Science, Electronics Engineering or other engineering or technical discipline, or an additional 8 years of relevant experience may be substituted for degree requirements

Preferred qualifications:

  • Experience with the VA
  • Experience with implementing an Electronic Health Record or similar system
  • Experience coordinating with developers, testers, site staff, installation staff and others to ensure that schedules and expectations are completed in a timely manner
  • Knowledgeable regarding the importance of Interoperability for Health Information Exchange between the Department of Veterans Affairs (VA), the Department of Defense (DoD), and external healthcare providers
  • Experience with VA’s Strategic Interoperability Partners (DoD, Veterans Health Administration (VHA), National Cemetery Administration (NCA), Veterans Benefits Administration (VBA), External Partners, Cerner)
  • Desirable to have VA legacy system knowledge of Computerized Patient Record System (CPRS), VistA Web, Compensation and Pension Records Interchange (CAPRI), Joint Legacy Viewer (JLV), Community Care, Virtual Lifetime Electronic Record (VLER)/Veterans Health Information Exchange (VHIE))
  • Skilled at facilitating working groups and data calls
  • Experience with drafting status reports, defining and gathering requirements
  • Flexibility to work in a matrixed environment of contractor, vendor, and government resources, as well as external organizations
  • Experience developing a plan for systems integration to the Monitoring Platform:
    • Including baselining the “as is” DoD and VA monitoring systems and tools
    • Including being able to create “to be” monitoring goals
    • Preferred previous experience using monitoring tools (AppDynamics, Application Performance Management (APM) Tools, or equivalent

Compensation:

  • Full-Time Direct Hire
  • Compensation: $80,000-$90,000
