THE COURT

Under direction plans, coordinates, organizes, supervises, reviews and evaluates the activities and operations in an operational or administrative unit of the court; supervises and participates in the work of a small unit; performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the full supervisory level of the Court Processing Specialist series. Incumbents are primarily supervisors, but are expected to be knowledgeable about the operations and functions of the area of assignment, and may back up staff during periods of peak workload. The Supervisor – Court Services is further distinguished from the Court Operations Manager, in that the latter has responsibility for the administration of a division through subordinate levels of supervision, and supervises this classification.

DUTIES

Positions in this class may perform any or all of the below listed duties. These should be interpreted as examples of the work, and are not necessarily all-inclusive.

  • Plans, organizes and directs work of court employees; conducts performance evaluations and handles disciplinary actions for subordinate staff.
  • Assists in the formulation of training and training materials; trains subordinates in the performance of their duties and reviews completed work as necessary; coordinates work flow and cross training for assigned unit; sets objectives for staff that enhance services and efficiency.
  • Demonstrates leadership and ethics by influencing and mentoring staff to positively support the goals and objectives of executive management and the bench.
  • Researches relevant legislation, policies and procedures and implements changes that affect the operation of their unit and monitors compliance with these changes. Creates and updates forms and specialized legal documents.
  • Reviews legal or court documents, arrest or incident records, probation reports, files and cases to identify inaccurate, inconsistent and unclear codes, dates and court assignment and for completeness and compliance with a variety of laws and procedures; makes corrections and resolves problem situations.
  • Acts as liaison for unit or special assignment with other court units, public and criminal justice agencies, special districts, and state and federal agencies; resolves issues and problems as they occur; represents the court at meetings and conferences.
  • Resolves technical and procedural problems; answers complex and difficult procedural questions related to assigned division; advises attorneys and the general public regarding the status of legal cases and provides procedural information; applies court policies to resolves issues arising from service to the public; responds to questions and issues from judicial officers, employees; and performs duties of subordinates as required.
  • Makes recommendations for staffing and equipment needs; ensures that projects within areas of specific responsibility are completed in a timely manner in order to support efficient data reporting and the annual budget process.

DESIRABLE QUALIFICATIONS

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be the equivalent of:

Education: Possession of a high school diploma, or its equivalent

Experience: Five years office experience, including four years progressively responsible experience in a court or judicial system environment preferably at a level equivalent to that of a Court Processing Specialist III or Courtroom Clerk. Some supervisory experience preferred.

OTHER REQUIREMENTS

Knowledge of: Principles and practices of administration, supervision, performance evaluation and work organization; methods of training staff in work procedures; functions and operations of local government and a judicial system; legal terminology; various California statutes and codes including but not limited to Civil, Penal, Civil Code of Procedure, Probate, Family, Vehicle, Government, Welfare and Institutions, Health and Safety Codes; California Rules of Court, Local Rules of Court and Court Personnel Rules; legal processes, procedures and terminology; modern office methods and equipment; computer systems and applications; records management principles and practices; research methods and statistical procedures used in administrative and/or operational analysis; correct business English, including spelling, grammar and punctuation.

Skill in: Operating a computer, basic office equipment and driving a motor vehicle.

Ability to: Plan, assign, review and supervise the work of others; deal tactfully and effectively with subordinates; train staff in work procedures: communicate ideas and information effectively; gather and analyze data, identify problems and issues, recommend and implement solutions; organize, plan and prepare clear, concise reports and correspondence; understand and carry out oral and written directions; research information and organize findings; maintain or direct the maintenance of accurate records and files; prepare reports, recommendations and other written material: organize and prioritize own work in order to meet critical deadlines; communicate orally in a clear and concise manner; deal with stressful situations and manage upset and difficult members of the public; deal tactfully and courteously with the public; establish and maintain effective work relationships with judicial officers, court personnel, governmental agencies and members of the public.
