SUBSTANCE USE DISORDER REHABILITATION COUNSELOR

ROLE:

Provide culturally sensitive and diverse therapeutic intervention within scope of practice to youth and families in collaboration with the Child Family Team (CFT). Utilization of the ASAM Criteria, Evidenced Based Practices, such as Motivational Interviewing (MI), Seeking Safety and Cognitive Behavioral Therapy (CBT) in the treatment of the youth. Rancho’s Substance Use Disorder Program is based off the 12-step model.

The SUD Rehabilitation Counselor helps youth in the process of recovery. Staff members are responsible to assist in developing an atmosphere that encourages youth to learn to make more appropriate choices, use better judgment, and increase chances of sober living and functioning successfully at home and in the community.

A SUD Rehabilitation Counselor role is key in the positive development of youth in care. Rancho San Antonio’s SUD program works in a team model to assist youth in the recovery process which includes psychoeducation, individual, group and family SUD therapeutic services, relapse prevention, and aftercare support services.

TO WHOM IMMEDIATELY RESPONSIBLE: SUDClinical Program Manager

QUALIFICATIONS

1. High School Diploma or GED (preferred Associates Degree or higher)

2. Bi-lingual/Bi-literate in Spanish highly preferred.

3. Current enrollment in an academic Addiction Studies Program (if not currently credentialed)

4. Registration or Certification with a DADP- approved State level certification agency. Must be registered or certified upon hire and no later than six (6) months from date of employment.

5. Registered or Certified SUD counselors must adhere to all requirements in the California Code of Regulations, Title 9, Chapter 8 and must be registered with or certified by one of the National Commission for Certifying Agencies (NCCA) accredited organizations recognized by DHCS: Addiction Counselor Certification Board of California (affiliated with California Association of DUI Treatment Programs (CADTP); California Association for Alcohol and Drug Educators (CAADE); and California Consortium of Addiction Programs and Professionals (CCAPP).

6. NOTE: Please speak with Human Resources for more information regarding the agency paid benefit of attending a credentialing program while working full-time at RSA, if not yet credentialed.

7. To be able to conduct services under START-ODS, registered SUD counselors must have completed the State required ASAM A and ASAM B trainings.

8. Provide direct services and lead drug/alcohol education sessions for all youth identified as needing level of care 0.5 (Early Intervention), 1.0 (Outpatient Services) and 2.1(Intensive Outpatient Services)

9. Demonstrates professional and effective communication abilities, including the timely completion of client screening, assessments, treatment plans, progress notes, initiating verbal communication with clients, families and inter and intra- agency personal, and exhibits an ongoing ability to engage formal and informal supports on behalf of clients and families.

10. Familiarity with electronic health record preferred (Exym/Sage).

11. Valid California Driver’s License and proof of auto insurance required.

12. Must be physically and mentally fit to work with potentially violent clients in accordance with the Agency’s Physical Fitness Standards and Examinations Personnel Policy; must be willing to complete a health screening physical examination that includes drug and back screens; must have the unrestricted capacity to employ physical restraint techniques in a professionally safe manner.

13. Required by Los Angeles County Department of Public Health (DPH) to be fully vaccinated against COVID-19 vaccinated (to include booster, if meets DPH timelines for booster eligibility). No exemptions allowed.

14. Pay range $23 a hour with HS Diploma, $24 with Associates, $25,00 with a Bachelors, $26.00 with a Masters. Also, a additional $1.00 per hour with Bilingual (Spanish Speaking)

DUTIES

1. Responsible for maintaining licensure/registration, education requirements for CEUs, and current knowledge of client services, best practices, coordination of care, risk assessment and planning, and intervention strategies via continued education, workshops, seminars and/or specialized trainings so as to remain current and proficient in factors/interventions relevant to the client and family population.

2. Complete screenings on same day of referral and ASAM assessment within three calendar days of screening.

3. Complete treatment plan within three calendar of assessment and collaborate with treatment team in a timely manner.

4. Schedule and conduct drug/alcohol education groups for youth.

5. Entering services provided on the youth’s electronic health record (Exym/Sage). Update Electronic Health Record (EHR) per agency procedure with youth’s attendance of recovery meetings that includes, drug/alcohol education groups, Life Recovery, off campus NA/AA meetings, Alateen, etc.

6. Complete accurate and timely clinical documentation (within 24 hours of service) per agency guidelines and as outlined in Substance Use Disorder (SUD) Training Manual.

7. Adheres to Los Angeles County Department Substance Abuse Prevention Control (SAPC) and Rancho San Antonio’s (RSA) SUD Policies and Procedures for the billing and documentation practices related to any and all services provided under SAPC funding and maintains productivity expectations.

8. Serves as a role model for youth and families served by RSA. Maintains emotional stability and an ability to function effectively with children, adolescents and/or adults who have co-occurring mental and/or behavioral health problems, as well substance abuse addiction. Demonstrates appropriate daily behavior, expressions of emotion and professionalism that is free of hostility, aggression and/or unnecessary/inappropriate physical actions.

9. Serve as a support, mentor, and guide to Direct Care Staff and other team members to provide SUD treatment interventions to the youth.

10. Provide individual, group and family substance abuse counseling and document services.

11. Meet daily with teams regarding drug treatment issues and interventions. Serves to role model and incorporate use of ASAM criteria, Seeking Safety, Motional Interviewing (MI), Cognitive Behavioral Therapy (CBT), use of the Child and Family Team (CFT) interventions and principles agency wide, including in team meetings, agency meetings, and all interactions with youth, family, and co-workers.

12. Provides a spectrumof SUDservices for populations of all acuities. The agency also provides care to Delinquency/Drug Court involved youth and families with histories of complex trauma and substance abuse disorders.

13. Conduct Life Recovery groups.

14. Cooperation with collaborative partners (eg, Probation, DCFS, schools, etc.)

15. Weekly program meetings with SUD Clinical Program Manager.

16. Complete safety plans with youth based on client needs.

17. Provide transportation and supervise youth during Alcoholics Anonymous/Narcotics Anonymous meetings.

18. Be aware of and enforce general Rancho San Antonio policies, rules, and regulations when supervising youth.

19. Conduct relapse prevention group.

20. Coordinate and process urinalysis tests. Conduct if needed.

21. Participate in Child Family Teams (CFT) to ensure effective treatment planning for plan recovery-based outings based on availability.

22. Participate in staff training.

23. Proficient in all drug treatment roles and duties if called upon to cover in team member’s absence.

24. Acts as a liaison with other community agencies and resources.

25. Operates effectively within a trauma-informed and evidence Based practices of the SUD program, such as Seeking Safety, Motivational Interviewing (MI) and Cognitive Behavioral Therapy (CBT) directed model.

26. Provide transportation to Eastlake and Sylmar Drug Court and review youth’s treatment progress.

27. Allied responsibilities as assigned.

PHYSICAL REQUIREMENTS:

In the course of performing this job, the incumbent must be able to lift heavy objects and be able to interrupt physical altercations. Will also require bending, stooping, filing, frequent sitting, twisting, typing, talking, hearing and repetitive motions. Occasional traveling, driving, walking, standing, grasping, pulling, pushing, and reaching.
