GS-12 $94,199.00 - $122,459.00;

Major Duties:

  • Serves as the OIC's subject matter expert and primary focal point for collecting, managing, and analyzing enterprise data to identify areas of priority internal risk by examining, analyzing, and synthesizing the most complex data collected by others to help the Office of Integrity and Compliance (OIC) understand its implications and provide expert guidance on how to leverage available data in support of the FBI’s Enterprise Risk Management (ERM) and legal compliance functions.
  • Supports OIC identifying and mining relevant databases to develop periodic trend reports to inform policy positions; helps managers make resource allocation decisions; responds to congressional oversight requests; and works with division and branch partners to identify and improve the ways in which databases are leveraged to inform policy development, assist in resource allocation, and identify targets.
  • Conducts rigorous evaluations and develops complex models to conduct and support in-depth analysis of data to identify areas of priority internal risk related to ERM and legal compliance risk functions.
  • Identifies and develops new or improved methods to obtain data and determine the most appropriate methods for analyzing and interpreting available data
  • Writes algorithms to mine datasets from across the enterprise, at multiple organizational levels, such as at the branch, division, or unit, as well as the project level, in order to find patterns and/or support hypotheses.
  • Conduct exploratory data analysis and uses data visualization tools to integrate internal risk data into visualizations that convey clear results to OIC, other divisions, branches, FBI Executive Management, leadership, and subject matter experts via dashboards, reports, and presentations.
  • Conceives, formulates, and executes the most complex projects and activities to respond to existing and emerging compliance risks, opportunities, and priorities.
  • Reviews research studies involving broad and varied internal risk identification, data analyses, and program evaluations for methodological soundness and policy relevance, to provide division, branch, and Executive Management with information about new findings and emerging devleoping in the field.

Positive Education Requirement

Basic Requirements:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.


Specialized Experience (SE):

GS-11: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-09 grade level. SE is defined as follows:

  • Conducted surveys or statistical studies, collected and analyzed the data, and provided reports that were utilized by agencies and/or organizations.
  • Researched and provided solutions or alternatives to problems encountered when planning surveys.
  • Prepared schedules for completion of surveys and reviewed returns for accuracy and completeness.

GS-12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level. SE is defined as follows:

  • Experience in statistical theories and techniques, principles, concepts, standards, and practices to include sampling, collecting, computing, and analyzing statistical data; and applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance, in order to answer complex questions.
  • Experience applying a wide range of concepts, principles, and practices related to data analysis and of appropriate social science research methodologies for applying this knowledge to complex work assignments.
  • Experience analyzing sets of data by program, unit, division, or branch to find patterns or support hypotheses, write algorithms, and/or mine data.


Education

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:

GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
