The Senior Manager Retail Safety provides strategic, technical, and analytical support and tactical execution throughout Harbor Freight Tools Safety program for its Retail Stores and other related programs. The position also partners in building corporate wide programs/systems. Working closely with others within the Safety, Human Resources, Risk Management, Legal, IT Facilities, New Store Operations and Retail departments, the Senior Manager Retail Safety, through review of current program status, injury trends and regulatory interactions review, updates and maintains the IIPP/Safety Programs, including training, auditing, execution, and responding to regulatory agencies. This role provides strategic direction to ensure continuous improvement and oversees the team that will be the Retail Associate's Safety partner and will strive to inspire all levels of the Retail Organization’s commitment to complying with Federal, State, Local and Company safety standards and maintaining a safe work environment. This role is responsible for staying abreast of changes in regulations and laws at the local, state and federal levels and incorporating them into our program.

Essential Duties and Responsibilities
  • Oversee all areas of the Safety Program for the Retail Operations including but not limited to in-store operations and those impacting the store such as planogram setting, new product handling, new store set-up and safe truck loads coming from the distribution centers.
  • Facilitate the development, implementation, monitoring and optimization of safety, practices, and procedures in compliance with governmental regulations including Federal, State, and Local laws and regulations.
  • Direct and participate in daily, weekly, and monthly audits of the retail safety operations, including facilities, machinery, and safety equipment, to identify and remediate potential compliance issues, safety risks, and other opportunities for better safety practices and coach associates about better safety practices.
  • Hire, manage, develop and lead a team that will be the Retail Associate's Safety partner.
  • Develop and implement a retail operation auditing program that will help identify weak points in our programs and processes. Analyze the results and incorporate the necessary changes into our existing programs or develop new ones.
  • Assist in the selection, implementation, and on-going operation of software to ensure regulatory compliance with injury/incident reporting, investigation, root cause analysis and corrective measure follow up within the Retail Operations and across all Harbor Freight Tools operations.
  • Provide analysis of injury/incident data and compile root causes of accidents and incidents, then make recommendations to prevent recurrences and incorporate into our programs.
  • Mitigate risks throughout our retail operations through implementation of one-off store improvements as hazards are identified.
  • Assist with ensuring Corporate safety programs are compliant with applicable federal, state and local laws
  • Conduct risk assessments related to jobs performed (Job Hazard Analysis) and new equipment introductions. Recommend appropriate risk mitigation measures to management, including ergonomic considerations
  • Maintain required OSHA injury and illness records (OSHA 300 Logs), as well as respond to all OSHA inspections, citations or requests for information
  • Act as the Safety Department representative working with the Planogram Team (POG) as new product displays are developed to make sure they can be safely set up by in-store teams (or if necessary a third party) and all departments agree meet manufacturer and in-house requirements. Also, the new displays will be communicated to New Store Set-up teams.
  • Develop, implement, update and maintain the Harbor Freight Tools Infection Disease Emergency Response Plans, not only related to Covid-19, but others as they arise. Monitor changes in federal, state and local requirements and ensure plan compliance. Work with regulatory agencies such as OSHA (both at the state and federal levels), local health departments and others when necessary to ensure the safety of our Associates but also to keep our operations safe and open.
  • Develop and conduct or coordinate worker training in areas such as safety laws and regulations, hazardous condition monitoring, and use of safety equipment.

Requirements

Job Qualifications – Education and Experience
  • B.S. in Safety or in a safety related field required
  • Minimum 10 years of retail experience in safety or related technical discipline
  • Minimum of 2 years’ experience managing a team across a diverse geographic area with a large number of operations
  • Strong working knowledge of OSHA regulations as well as other regulatory standards including, but not limited to, ANSI, NIOSH, NFPA, NEC, and DOT
  • Experience with OSHA regulations
  • Participation in OSHA and other regulatory inspections and interactions
Job Qualifications – Skills
  • Ability to provide strategic analysis of current programs and performance data and apply the necessary adaptations to provide corrections and continuous improvement.
  • Ability to analyze accident data, new processes, and machinery for potential safety concerns and conduct job hazard and job safety analyses.
  • Ability to lead a team across a large geographic area with more than 1,100 locations.
  • Strong leadership and time management skills both internal and external to our department
  • Strong interpersonal, presentation, verbal and written communication skills
  • Ability to balance and prioritize multiple projects and drive them to completion
  • Proven track record of driving cultural change in Safety
  • Works independently on a daily basis providing quality reports, analysis and policies in Safety
  • Daily interaction with all levels of the organization up to Divisional VPs, Directors, Managers, staff, and field operational personnel. Periodic interaction with local emergency response groups and regulatory agencies
  • Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents
  • Ability to respond to common inquiries or complaints from regulatory agencies, health departments or members of the business community
  • Ability to effectively present information to senior management
  • Ability to work with mathematical concepts such as probability and statistical inference.
  • Able to maintain confidentiality in matters involving security and/or personnel issues.

The anticipated salary range for this position is $112,000 – $168,000 depending on location, knowledge, skills, education and experience. This position is also eligible for an annual discretionary bonus. In addition, we offer comprehensive and competitive benefits to Associates (and their families) such as medical, dental, vision, life insurance, short-term and long-term disability. Eligible Associates are able to enroll in our company’s 401k plan. Associates will accrue paid time off up to 136 hours per year, including 16 hours of Floating Holidays and paid sick time up to 80 hours per year unless otherwise required by law. The Company observes 12.5 paid holidays.
