Position Overview

The position of Strategic Sourcing Specialist will work closely with the Purchasing and Category Management teams to bring the best value for goods and services to the organization. This position will be responsible for enhancing the overall supply chain operations of the organization. The Strategic Sourcing Specialist will work closely with relevant departments and suppliers in a professional manner through strategic sourcing processes, ensuring that commitments/business needs are met. The Strategic Sourcing Specialist will assist the Procurement Manager to analyze business needs and historical spending trends to further the outlining/creation of the OPCO’s specific strategic plan. This will include TCO analysis, market analysis, internal/external performance reviews, risk analysis, etc.


Key Responsibilities (Essential Duties and Functions)


Strategic Planning Responsibilities

  • Analyze and support short- and long-term business strategies/actions/adoptions formulated from the strategic site visit action items and reports.
  • Conduct product risk review analysis. Combining market trends with vendor feedback to help the Company proactively plan around expected material shortages, while also maximizing pricing and value.
    • Quarterly Spend analysis with the Procurement Manager- focusing on vendor adoption analysis, tail spend reductions, compliance checks, efficiency of order placement, Net payment extensions, etc.
  • Support first article trialing- improving program and product adoption for new products and services.
  • Support and/or build Metrics and reporting for procurement team including savings, adoption, efficiency levels and ratings, OTD, Product acceptance, etc.
  • Conduct CAPEX market research w/CRH Leads support to advice stakeholders on the best TCO option.
  • Participation in Divisional or National level projects or RFP/RFQs
  • Assist in creating longer term direction for the team related to supplier management.
  • Assist business in creating and implementing annual savings plans (backlog, validation, action level, benefit).
  • Management of vendor compliance through CRH approved programs.
  • Review and implementation of master service agreements to help reduce service-related emergencies.
  • Analyze obsolescence buyback opportunities vs. Scrap and provide direction to the company.
  • Support of strategic supplier conferences- mobilizations of strategic initiatives, increased communication with the business, value add supplier discussions.
  • Support Operational teams by conducting best practice reviews for planning of services and goods.
  • May include management of Buyers (approval of PTO, training, support of vendor discussions, etc.) Will work directly with the Purchasing Manager on yearly goal creation and overall team structure/strategy.


Sourcing Responsibilities

  • Conducts strategic site visits to review spend/requisition trends, recommends best practices to increase efficiency levels, organizes vendor trainings, consolidation of future Capex needs, vendor issues, etc. Will act on critical items that come out of each site visit and upload details into the appropriate tracking tools.
  • Consolidation of Yearly RFP contracts-alignment with strategic suppliers.
    • Coordinate the identification and evaluation of the most effective means of purchasing and the best sources for product or service expenditures.
    • Be aware of and drive adoption of sourced programs as directed to maximize value to the company.
    • Maintain an understanding of current inventory levels and future demands to assist the business with min/max setting recommendations. May include VMI structures and recommendations, TCO analysis resulting in quarterly or yearly purchases, etc.
    • Vendor audits (as needed) to support multiple points of the value stream.
  • Work with field personnel, requestors, and stakeholders to clarify specifications, establish source alternatives, increase standardization, and otherwise increase value related to an order.
    • Conduct research and support efforts to identify and evaluate new / alternative suppliers which meet the business requirements.


Operational Procurement

    • Facilitate the process of obtaining quotes and / or bids from potential suppliers, when necessary.
    • Research order history of similar products and services purchased to evaluate differences in costs, delivery, quality, and performance. This would include providing estimates based on knowledge of current market conditions or previous orders.
    • Understand the local supply chain (manufacturing, distribution, delivery, use, service, and disposal) related to the products and services being purchased.
    • Prepare purchase orders/facilitate approval within the P2P system which accurately capture the business requirements and leverage existing programs and / or supplier relationships.
    • Work with suppliers and Sourcing to ensure that accurate product / service information is being communicated on orders including pricing, availability, part numbers and delivery.
    • Arrange for the proper transportation of the purchased products if needed, and not otherwise determined.
    • Expedite and assist with the troubleshooting of orders as needed.
    • Support company’s supplier management and evaluation efforts to ensure that supplier commitments are met and to identify opportunities for improvements. This would include improving the quality and / or performance of products and services.
    • Provide, and encourage feedback regarding supplier performance through participation in surveys and the use of Supplier Corrective Action Reports (SCARs) as needed.
    • Assist field personnel and CRH Sourcing to perform tests and demonstrations of products/services to evaluate value, compare results and /or identify alternatives, and to ensure that supplier commitments are met.
    • Reviews bid proposals and negotiates contracts within scope of authority.
    • Maintains procurement records to rationalize savings.
    • Other duties as assigned.


Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.


Education/Experience

  • Bachelor's degree in business, Accounting or Finance.
  • 7+ years of experience, preferably in construction or manufacturing, ideally highway construction,

or similar work relating to construction specific commodities and the procurement thereof.

  • Experience with procurement tools, processes and systems required.
  • Proven ability to develop relationships and to collaborate with teams as both a leader and a participant.
  • Strong analytical experience and experience working with databases / data warehouse applications.
  • In-depth knowledge and experience working in ERP systems and Microsoft Office applications required.

  • May require periodically lifting objects up to 30 lbs.
