I. Summary of Position

The Sexual and Reproductive Health Specialist leads the New Orleans Health Department’s efforts to improve reproductive health outcomes and reduce sexually transmitted infections (STI) in New Orleans. This position is responsible for evaluating data related to sexual and reproductive health and using that information to inform interventions. Interventions may take the form of clinical initiatives, strategic communications, community outreach and services, or policy change. The Specialist will be responsible for coordinating with the Louisiana Department of Health, clinical providers, schools, and national, state, and community-based organizations to increase the provision and reach of reproductive health and STI-related services in New Orleans. Areas of focus will include increasing access to: contraception and family planning services, free or low-cost STI/HIV testing, sexual health education, and STI/HIV screening events. The Specialist will also work with local health care providers by providing education and technical assistance on testing and treatment recommendations and best practices.

III. Duties and Responsibilities

A. Core Functions:

  • Analyze data related to reproductive health outcomes and STI prevalence among the residents of New Orleans by race, gender, ethnicity, geography, socioeconomic status and other relevant factors.
  • Develop public facing materials to educate stakeholders and the public about specific issues related to sexual and reproductive health, including white papers, public reports, social media posts, fact sheets, and one pagers and other materials as needed.
  • Identify, pursue, and manage external funding sources that support the implementation of reproductive health and STI focused public health interventions.
  • Actively investigate emerging and evidence-based programs, policies, and initiatives that address sexual and reproductive health needs and challenges.
  • Work collaboratively with NOHD staff and organizational partners to develop, plan, and execute sexual and reproductive health policy and programmatic initiatives.
  • Effectively develop, communicate, and implement initiatives focused on STI prevention, screening and treatment for target populations.
  • Assist in the measurement and evaluation of NOHD’s sexual and reproductive health focused interventions.
  • Represent NOHD at external meetings and working groups as needed.

B. Additional Responsibilities (if applicable):

  • Engage in grant writing and administration; track program budgets.
  • Contribute to equity, quality improvement and organizational development initiatives within the Health Department.
  • Participate in the Health Department’s emergency response activities as needed.
  • Collaborate with other City Hall departments on employee wellness activities related to STI prevention and treatment.
  • Special projects as assigned.

C. Physical Requirements, if any:

  • Occasionally required to lift 25 pound boxes.

IV. Examples of Work

  • Data Analysis: Leverage local, state, and federal data sources to develop a fact sheet and Powerpoint presentation that that details recent trends and patterns related to the prevalence of STIs among New Orleans residents.
  • Programs: Work with a national nonprofit and local health care providers to design and implement a quality improvement initiative aimed at increasing access to contraception at primary care visits.
  • Communications: Develop a targeted public health marketing campaign related to chlamydia screening and treatment for a highly affected population
  • Policy: Convene or participate in a coalition of community partners and stakeholders to develop policy proposal to change current state law that prohibits comprehensive sexual education in schools.

V. Qualifications and Skills

A. Minimum Qualifications and Skills Required by Department:

  • A Bachelor's Degree from an accredited college or university in public health, social work, science, a social science, or a closely related field; and
  • Four (4) years of professional experience in the planning and implementation of public health programs and/or initiatives; Or
  • A Master’s Degree from an accredited college or university in public health, social work, a social science or a closely related field; and Two (2) years of professional experience in the planning and implementation of public health programs and/or initiatives.
  • Proficiency in Microsoft Word, Excel, PowerPoint, graphic design software, social media platforms, email marketing platforms.
  • Strong interpersonal skills.
  • Strong analytical skills.
  • Strong problem-solving skills.
  • Strong conceptual, strategic and visionary skills.

B. Other Qualifications, Skills, and Competencies:

  • Knowledge of and experience in effective public speaking techniques and the ability to present complex information in an effective and concise manner.
  • Demonstrated experience and knowledge of disparities, health equity, and social determinants of health.
  • Demonstrated experience in forming effective relationships and communicating with individuals, groups, and communities of diverse backgrounds, perspectives and cultures.
  • Knowledge of population health as well as chronic disease prevention and management and management of the associated risk factors.
  • Provide excellent customer service for both internal and external customers.
  • The ability to meet changing deadlines and be able to multitask.
  • Recognize when an issue needs further attention from a supervisor and inform management so that the problems can be addressed.
  • Proficient in written and oral communication.
  • Knowledge of programmatic components of public health or social services program implementation.

Job Type: Full-time

Pay: $59,000.00 - $62,000.00 per year
