POSITION DESCRIPTION: Monitor biweekly, supplemental and other non-recurring payroll payments ensuring that all payments are processed accurately and timely. Generate reports in the PeopleFirst system to analyze, monitor and coordinate accurate and timely completion of missing timesheets, charge objects and payments, including taking appropriate corrective actions. Process corrections of payroll overpayments, underpayments, and salary refunds as necessary. Complete the Final Salary Certification for employees retiring or signing on for the Deferred Retirement Option Program (DROP). Advise employees on leave of absence status the number of hours needed to cover their payroll deductions. Review, analyze and reconcile Workman’s Compensation records to ensure that State of Florida payments and those of the Division of Risk Management are properly reflected. Voucher insurance contributions to ensure payment of Health and Life insurance payments are accurate. Communicate payroll issues and resolve payroll problems with Central Office and the Bureau of State Payrolls. Maintain accurate, complete payroll files according to the Payroll Processing Manual and Disbursement Quality Assurance requirements.


Provide backup assistance to the Property Coordinator including yearly inventory, scanning of decals, reports of discrepancies, and missing, lost and destroyed items within the timeframe of the procedure. Assist cost centers in the inventory process to assure it meets established deadlines. Assist in maintaining the Property Pending file, assigning Non-Highway Fixed Asset (NHFA) numbers for items that meet criteria upon receipt of Property Management Report (PMR) and printing decals.


Audit payment documents including right-of-way invoices and journal transfer payments for accuracy, completeness, and compliance with Florida Statutes, Florida Administrative Code, directives, policies, procedures, and generally accepted accounting principles. Reconcile the Florida Accounting Information Resource (FLAIR) payment voucher schedules to the pending vendor invoices. Identify the sampled vouchers required for auditing by the Department of Financial Services (DFS) and prepare voucher schedules and supporting documentation for submission to DFS.


Provide customer service to internal and external customers and conduct periodic training on related Payroll functions. Participate in all operational audits relevant to Payroll. Reconcile and maintain the District’s Sick Leave Pool program. Reconcile and maintain the Agency’s Sick Leave Transfer program.


Secure, transmit and deposit receipts to the Cashier’s Office using the Receipt Processing System (RPS) and according to departmental guidelines. Review the Revenue by Object report monthly for accuracy and any discrepancies that should be reported to the Cashier’s Office according to established deadlines.

Knowledge of accounting principles, practices and procedures. Knowledge of an accounts payable system and payment processing. Knowledge of payroll practices and procedures. Skilled in auditing. Ability to work independently and prioritize work assignments to meet deadlines. Skilled in organizing records, handling multiple tasks, and handling interruptions. Ability to work in a team environment with shared tasks. Ability to communicate effectively orally and in writing.


OTHER JOB RELATED REQUIREMENTS: This position is an emergency responder position and will be required to respond before, during and following emergency situations. This position requires a level 1 background check.


MINIMUM QUALIFICATIONS: An associate degree from an accredited college or university plus one year of professional business work experience. Professional business work experience can substitute on a year-for-year basis for the required college education.
