Essential Duties and Responsibilities

  • Performs contract price and cost analysis with responsibility for analyzing a variety of proposed procurements, supplement procurements, contract changes, price redeterminations, terminations, and others as required;
  • Performs analysis of contractor’s projected estimated cost for reasonableness and fairness; consults with contractor personnel, engineers, auditors, and administrative personnel to determine that pricing, make or buy decisions, and all cost impact decisions are in the best interest of DCHA;
  • As required, establishes the pre-negotiation pricing position, attends conferences between the contractors relative to pricing actions, and presents reasons for arriving at determinations of allowable costs and recommendations made;
  • Ascertains reasonableness of proposed labor and overhead rates and labor escalation factors based on audit reports or other available sources, e.g., rates in the U.S. Department of Labor Index labor unions’ agreements, payroll records, salary and wage schedules, and publications of recognized economic forecasting services;
  • Analyzes cost data contained in proposals, which relate to price revisions due to escalation and changes in procurement requirements; reviews proposed costs to protect against excessive charges to DCHA;
  • Drafts, reviews, interprets and replies to all types of solicitations and any other procurement requests;
  • Performs pre-award and post-award activities for a variety of supply, service, and/or construction contracts for agency-wide departments; handles contracts which frequently contain special provisions or terms and conditions;
  • Plans procurement actions with technical and/or legal personnel; provides guidance in the development of the statement of work or data requirements; formulates the contracting approach to best satisfy requirement; develops special clauses, terms and conditions as required;
  • Advertises procurements; ensures properly structured bid schedule; prepares solicitation; determines sources to be solicited; conducts pre-bid conferences; processes protests; determines bid responsiveness; determines the responsibility of the apparent low bidder based on an analysis of financial and technical information compiled during the pre-award survey; negotiates procurements; awards or recommends award of contract;
  • Reviews procurement requests for adequacy and completeness; resolves problems prior to initiation of contractual action; determines the appropriate methods of procurement, i.e. formal advertising or negotiation inclusive of citing the authority in determinations and findings reports prepared for the Contracting Officer when procurement is by negotiation;
  • Prepares show cause, cure notices and termination letters;
  • Conducts extensive negotiations before and/or after contract award; assists in the formulation of the negotiation strategy; identifies areas subject to negotiation; and consults with technical specialists concerning data submitted by offerors;
  • Evaluates assigned topics of a technical, administrative or program nature; drafts statistical or narrative reports for use by supervisor at meetings and conferences;
  • Prepares correspondence, technical and status reports, etc., to keep management informed of work activities and assignment status;
  • Works closely with other agencies having interrelated requirements of the procurement process and/or administrative services, e.g., U.S. Department of Housing and Urban Development (HUD), D.C. Office of the Chief Financial Officer and the D.C. Office of Consumer and Regulatory Affairs (DCRA), etc.;
  • Performs other related duties as assigned.

Job Requirements

Education and/or Experience

Bachelor’s degree from an accredited college or university and at least (5) five years’ related experience or experience as a purchasing agent in the construction industry; federal government experience is preferred; another equivalent combination of education and experience which meets the minimum qualifications requirement may be substituted.
