Contract Administration administers the solicitation process of construction, non-construction and personal services contracts. The Division also ensures the timely ordering and installation of all furniture and equipment required at new and existing schools and process all SCA purchase orders. Within Contact Administration is the Prequalification Unit that vets all firms wishing to do business with the SCA for credit-worthiness, financial stability, integrity, and licensing.
Job Description Summary
The Senior Construction Assessment Specialist performs difficult and complex reviews and evaluations of all project construction plans and schedules for consistency, completeness, coordination, and constructability to ensure that the project is well coordinated, within budget, and on time during the design process and to ensure that the project's design intent via project documents, is followed during the construction process.

Responsibilities include:
  • Make recommendations involving feasible alternative designs considering construction costs, estimated cost of maintenance, sustainability, energy use, life expectancy and replacement costs.
  • Conduct qualitative and quantitative performance reviews of professional and technical consultants.
  • Analyze deficiencies and identify appropriate corrective measures to be implemented based on review of design documents, estimates, and outside consultant's reports.
  • Review change orders and ensure change order package is in compliance with the Authority policies and procedures.
  • Record and report all significant deviations and potential problems that may affect budgets, quality, safety or schedule of construction projects.
  • Analyzes deficiencies and identifies appropriate corrective measures to be implemented.
  • Interacts extensively with a wide range of consultants, contractors and governmental agencies to develop accurate and timely reports.
  • May manage a range of internal and contractor staff on projects.
  • May recommend policies and procedures on value engineering related subjects.
  • May participate in setting performance standards for the engineering phase of new construction, renovations and system replacements.
  • Performs related duties, as assigned.
Preferred Qualifications and Skills:
  • A baccalaureate degree in Mechanical Engineering from an accredited 4-year institution.
  • Minimum of 8 years professional experience in commercial, government, or institutional building projects.
  • At least 7+ years’ current experience designing plumbing and fire protection systems.
  • Strong AutoCAD and Revit capabilities.
  • PE license and/or CPD Certification desirable.
  • Strong fundamental understanding of NYC plumbing, fire and building codes.
  • Experience with site detention of storm water and drainage a plus.
  • Experience working with the School Construction Authority a plus, but not required.
  • Knowledge of Microsoft Office, Bluebeam software.
  • Ability to multi-task with multiple projects in order to meet strict deadlines.
  • Excellent communication skills and the ability to communicate thoughts and technical ideas in an accessible way, both verbally and in writing.
Civil Service Classification: Non-Competitive

Salary:
  • Appointment Rate: $89,083 - $114,302
  • Incumbent Rate: $102,445 - $131,447
Subject to the provisions of the Collective Bargaining Agreement, the appointment rate for any newly hired employee, or employees with less than two years of active City or SCA service, shall be 15% less than the applicable incumbent rate or step.

Work Experience
Four years of full time work experience preparing estimates or valuations of construction projects' components; two years must be in an administrative or supervisory capacity or a satisfactory combination of education and experience. Specialty technical skills applicable to the areas to be assessed or evaluated.
