Engineering Manager

Salary: $135-$200k w/Bonus

Internal Notes ONLY: Salary $135-$200k DOE **$25k Annual Bonus, Chemical Engineering Degree essential, PE or masters a plus. 7years plus experience in REFINERY with operations experience. Must have some basic design experience to size pumps or piping equipment sizing. Must understand equipment failure, floods, etc. This person would come from a mini-Refinery, not necessarily from one of the majors. Has (2) direct reports: Mechanical Engineer handling Turnaround Project and Process Engineer providing guidance of units optimizing products. Their small Refinery is known as a “Splitter”. This Refinery does not have all the equipment that a major Refinery would have. Highly visible position. Prior employee retired.

Manages the engineering function for Products Pipelines’ processing units which includes process engineering, projects, and turnarounds. Responsible for the performance and results of the team and provides functional guidance to direct reports. Position reports to the Vice President of Processing Operations and Engineering.

Primary Roles & Responsibilities

o Engineering team will support the Galena Park Splitter (100,000 barrel/day processing facility) and five transmix plants (<10,000 barrels/day each).

o The functional areas covered are: 1) process engineering; 2) projects; and 3) turnarounds. One engineer is assigned to process engineering and a second engineer is assigned to the projects and turnarounds.

o Engineering Manager will provide leadership and guidance to these two engineers as well as facilitate communications with operations, EHS and other functions as needed.

  • Process engineering – looking at unit performance and finding ways to achieve processing objectives through changes to the unit operations as well as identifying projects to modify the unit; need to coordinate closely with operations.
  • Projects – defining, advancing and executing engineering projects which improve unit performance, address operational or regulatory problems
  • Turnarounds – a few small turnarounds (heat exchanger cleanings) are done throughout the year for equipment cleaning as well as less frequent, more intensive turnarounds; ensuring that plans and resources are in place to perform the turnarounds in a timely manner

o Review and provide input to cost estimates, work plans, procurement plans, and schedules; track and report on project progress and performance

o Review commitments and expenditures, ensure maintenance of accurate forecasts, and report on monthly project performance reports

o Manage the planning, scheduling, and execution of projects to meet Kinder Morgan standards and policies, comply with all applicable codes, standards, specifications and regulations, and best practices.

o Assist in development & implementation of policies and procedures that support KM methods and best practices

o Ensure projects/activities conform with engineering requirements and related contractual and compliance requirements, including coordinating and managing the work of all consultants/contractors/vendors on projects

o Coordinate and manage group’s input for the annual sustaining capital budget

o Ensure training and development of staff and manage employee performance consistent with KM’s Performance Management policy and process (including completing semiannual performance evaluations for direct reports)

o Work closely with core engineering disciplines to achieve project's objectives and improve processes for future projects

o Consistently maintain and demonstrate a high regard for personal safety as well as the safety of employees, the general public, and Company assets

Education

o Bachelor of Science degree in Chemical Engineering is required

o An advanced degree or certification is desirable (e.g., MS in Engineering or PE)

Experience/Specific Knowledge:

o A minimum of 10 years’ experience in engineering and project management involving the design, construction and operation of refining assets

o Refinery experience

o Must have full complement of project management skills including project scoping and estimating utilizing work breakdown structures, cost and schedule control, design and construction management, team building, resource planning, procurement and permitting

Certifications, Licenses and Registrations:

o Must possess and maintain a valid motor vehicle operator's license and a driving record satisfactory to the company

o Candidate will be required to clear a drug screen and complete a background check after an offer has been extended and prior to being employed

Competencies, Skills and Abilities:

o Managing engineers in a PSM (Process Safety Management) facility

o Follow MOC (Management of Change) and PSSR (Pre-Startup Safety Review) practices

o Must possess well-balanced interpersonal skills and demonstrable verbal and written communication skills.

o Must have organizational skills and the ability to prioritize tasks are essential.

o Must be a problem solver with the ability to find good solutions to difficult problems.

o Must be self-motivated and capable of working with minimal supervision.

o Must be flexible and able to work effectively in a team environment and consistently maintain a professional and respectful demeanor/attitude with co-workers, clients, vendors, and regulatory agencies.

o Proficiency with computer applications, including Microsoft Excel, Word, Project, and Outlook is required.

o Must be accountable to and take direction from leadership, focus attention on details, keep required work schedules and follow work rules

Physical Demands:

o Must have the ability to perform sedentary to light work, exerting up to 20 pounds of force occasionally, or constantly lift, carry, push, pull or otherwise move objects. Reach overhead for items, stoop, bend and twist while working. Other physical activities include seeing, fingering, grasping, feeling, talking, hearing and performing repetitive motions. Visual acuity requirements include color, depth perception and field of vision necessary to prepare and analyze data, operate and computer and read.

Working Conditions:

o Must be willing and able to work in a corporate office environment

o Must be willing and able to work outside in the plant environment, in all types of climatic conditions

o Will office at the Galena Park Splitter (Galena Park, TX)

o Occasional travel to other field or corporate locations may be required depending on nature of ongoing work activities (approximately 10%)

o Subject to PHMSA compliant drug testing program

o Must be willing and able to carry a cell phone and to respond when contacted

Supervisory Responsibility:

o Provide technical work direction and oversight of assigned staff
