BUSINESS/FUNCTIONAL PURPOSE

Through its merger with Oil Search, Santos has acquired and assumed operatorship over a world-class portfolio of oil leases on the Alaskan North Slope, USA.

Our focus in Alaska is advancement of our Pikka Phase 1 project, which includes a single drill site, an oil processing facility, and other infrastructure to support production of 80,000 barrels of oil per day.

Pikka has been identified as being among the top quartile of oil and gas development projects for greenhouse gas emissions performance. Pikka is poised to play an important role in the energy transition and is aligned with our company goal of managing climate change risk.

The Pikka Unit is one of the largest conventional oil discoveries made in the United States in the last 30 years, and the Pikka Phase 1 Project is the most significant development on Alaska's North Slope in more than 20 years.

The permitted Pikka development project includes two additional drill sites. The Alaska assets also include discoveries made from both the Mitquq and Stirrup exploration wells drilled in 2020. These opportunities combine to offer a clear path to long-term growth in Alaska.

The External Affairs function promotes a positive relationship between Santos and the local community, ensuring transparency regarding the company's operations and investing in beneficial initiatives. The function works closely with Government agencies to keep informed of changing legislation and regulations to ensure Santos remains compliant whilst protecting the interests and objectives of the company.


POSITION PURPOSE

Under the direct supervision of the SVP of External Affairs, and in collaboration with the Community Affairs and Communications functions, the Senior Advisor - Government Affairs is accountable for skilled advocacy to elected and appointed members of the Alaska, Federal and North Slope Borough governments and serve as the main point of contact in representing Santos's interest with these groups.

KEY ACCOUNTABILITIES AND RESPONSIBILITIES

  • Strategically think through issues and proactively develop strategies to ensure Santos's interests are advanced in public policy, legislation and regulatory policy.
  • Successfully collaborate with members of the Santos business and External Affairs Team to meet business and departmental objectives.
  • Develop and implement advocacy strategies to advance business priorities by using campaign approaches, building coalitions and engaging other voices to support business objectives.
  • Manage external Government Affairs advisor/lobbyist and build and maintain relationships with the Alaska Administration and senior staff, House and Senate leadership, legislative leadership and staff.
  • Work with Community Affairs Manager in developing relationships and advising on North Slope community strategies and programs. Support Community Affairs Manager in planning and executing Santos-sponsored events in the North Slope Borough and Nuiqsut, in particular.

  • Prepare timely briefings, reports and presentations for business and functional leadership on relevant issues.
  • Develop and implement strategies for key Santos permitting activities.
  • Represent Santos as appropriate at NSB, legislative and regulatory meetings.
  • Network with industry peers to maximize information sharing as appropriate, best practices and integrated approaches.

QUALIFICATIONS, SKILLS AND EXPERIENCE REQUIRED

Formal Qualifications

  • Bachelors' degree - Preferably a BS in Business Management or Public Affairs
  • 10 years' experience working in government affairs

Skills / Technical Competencies

  • Excellent verbal and written communication skills.
  • Ability to negotiate and influence external stakeholders.
  • Ability to lobby on behalf of Santos.
  • Demonstrable conflict resolution and change management skills of proficiency in the use of Outlook, Word, Excel and PowerPoint.

Experience

  • Minimum 10 years' experience in corporate stakeholder engagement or external affairs role, ideally with experience interacting with Alaska state representatives and other trade groups.
  • Should have experience in interacting with key internal and external stakeholders, including senior management, employees at all levels of the organization.
  • Should have worked previously in a similar role.
  • Must have experience understanding the political and socio-economic drivers in the state.
