Duties:

  • Processing all payroll taxes to include federal/state/local biweekly, monthly, quarterly, and annually filed taxes
  • File all 941 and other tax related documents
  • Responsible for reconciliation of payroll clearing account for all withholding payments
  • Tests tax updates for accounting system software
  • Assists in answering tax questions via walk ins and emails
  • This position is back up for all retirement reporting and payments.
  • Assist with research, preparation and filing of various federal and multi state tax returns, including, but not limited to Payroll related forms 941, W-2 and 1042-S; Accounts Payable related forms 1099 and 1042-S
  • Reconciles accounts
  • Uses PeopleSoft reports to balance financial statement transactions to source documents such as accounts payable transactions, deposits, and inter-university transactions
  • Documents any timing differences or reconciling items
  • Monitors departmental accounts, accounts payable transactions, spending activity, etc.
  • Prepares cost transfers
  • Maintains department's financial records and other forms of data
  • Tracks payments, receipts, transactions, etc.
  • Provides assistance to departments across campus, principal investigators, vendors, and other staff in analyzing paycheck, tax, expense data, etc.
  • Performs financial analyses for report preparation, to improve departmental accounting procedures, at the request of department head, etc.
  • Ensures the quality of data
  • Researches inconsistencies and conducts follow-up investigations or consults with appropriate personnel
  • Review local state payroll tax issues and other U.S. state tax research and compliance requirements
  • Consult with management on various tax issues and perform related tax research
  • Consult on taxability on issues such as guests on campus, stipends, contracts and other related matters
  • Research tax implications for contracts with foreign companies for pharmaceutical, consulting or other services provided by OUHSC stakeholders, including Value Added Tax (VAT) requirements
  • Perform foreign national tax analysis including the Substantial Presence Test and tax treaties
  • Prepare treaty exemption forms, W-4 and W-8BEN using Tax Navigator/Windstar and Oracle PeopleSoft for foreign national faculty, staff and students
  • Determine tax status and tax withholding/exemption on foreign national individuals and companies
  • Review and approve forms W-8BEN and W-8BEN-E related to Accounts Payable
  • NRA testing of tax updates for Tax Navigator and Oracle PeopleSoft systems
  • Performs various duties as needed to successfully fulfill the function of the position

Qualifications:

Education: Bachelor's of Science or Bachelor's of Arts Degree and a minimum of 18 hours of accounting coursework

Experience: 24 months of experience as a professional Accountant

Skills:

  • Knowledge of Accounting principles, practices, methods, and terminology
  • Computer skills in MS Office, accounting software and databases
  • Ability to choose the right mathematical method or formula to solve a problem
  • Ability to collect and organize accounting data, interpret the significance, and prepare accurate financial reports
  • Ability to solve accounting and related financial problems
  • Ability to set priorities and meet deadlines
  • Ability to handle stressful situations
  • Excellent organizational, problem-solving, project management and communication skills
  • ERP Financial Software

Preferences:

  • PeopleSoft experience
  • 18 hours of Accounting at a college level
  • High level of verbal and written skills in communicating in English
  • Experience with Payroll and/or Foreign National tax

Working Conditions:

  • Physical: Sitting for prolonged periods. Manual dexterity. Use of computer and answer telephone.
