Duties

Serves as the Director of Security and Safety and senior advisor to management at the Hale Koa Hotel. Incumbent has overall responsibility for all programs related to the security and safety of facilities, guests, patrons, and staff; anti-terrorism/force protection, fire protection, and physical security. Responsible for the all hazards risk management processes. Performs duties encompassing the entire resort and manages programs involving security and safety, physical security and emergency operations. Responsible for managing automated systems such as fire alarms, CCTV, intrusion detection and mass notification systems. Provides authoritative information and assistance to management officials by advising on policies and other related issues. Responsible for planning, organizing and administering programs including fire prevention and protection, appropriate fire response, coordination for law enforcement, and HAZMAT response from local authorities, and force protection that support the resort's mission. Develops, coordinates, and implements local policies, and procedures. Initiates and directs surveys, inspections, and studies to analyze and identify security gaps, and improve crime and fire prevention programs. Serves as a primary staff member in the operations center, as necessary for consequence management. Prepares annual anti-terrorism, physical security and emergency management plans. Works to identify and eliminate unsafe and unhealthy environmental conditions in the workplace and to achieve compliance with the intent of safety and occupational health.Conducts annual risk, threat, criticality, and vulnerability assessments and implements appropriate mitigation procedures. Develops policies and procedures that provide or enhance program responsibilities in the safeguard of resources. Ensures accurate security records and that managers are informed of security incidents in order to identify and correct problems. Improves safety awareness at the work site to eliminate potential hazards. Monitors and reports incidents, including serious incident reports and commander's critical incident requirements. Refers potential criminal offenses to the appropriate authority for investigation.Develops and submits multi-year and long-range work plans to manage the mission and programs. Represents the resort or liaisons with local federal, military, and/or state, city/county law enforcement for matters involving emergency management, full-scale exercises, and other matters involving security, safety, anti-terrorism/force protection and fire protection/prevention. Maintains close liaison and day-to-day working relationships with those local authorities as well as other agencies for the successful delivery of law enforcement, fire protection/prevention and emergency management services.Manages the budget and forecasts for future years. Develops and submits capital purchase and minor construction items for approval. Develops and implements management controls to protect government property from waste, theft, or misuse.May serve as contracting officer representative as required for mission related programs. Performs OPSEC reviews on contracts as required.Performs full range of supervisory duties. Recruits, trains and instructs, supervises, directs, and evaluates subordinate employees in the performance of their duties following established procedures and policies. Represents the activity at outside functions and meetings, and consults with or assists other representatives on official matters as required. Serves as the appointed Anti-terrorism Officer (ATO) and provides anti-terrorism level I training to employees on an annual basis. Exercises outstanding customer service skills, tact and diplomacy in dealings with all personnel while maintaining the highest levels of confidentiality.Oversees, coordinates, responds to and documents all medical, security, safety and operational emergency responses. Provides oversight in assuring complete documentation of all possible claims events. Supports and ensures the integrity of any applicable internal control systems to ensure success of department.Performs or supervises staff in completing duties, which include emergency management, continuity of operations planning, and emergency management training.Acts as a point of contact or supervises staff responsible for guest relations activities such as resolution of complex guest complaints, troubleshooting guest challenges, and ensuring Hale Koa Hotel Guests receive the necessary level of support during their stay. This includes certain delegated authorities from the General Manager of the Hale Koa Hotel for Hotel operations during nights, weekends, and holidays.

Requirements

Conditions of Employment

  • Meet qualification/eligibility/background requirements for this position
  • Satisfactory completion of employment verification (E-Verify) check
  • One year probationary period may be required
  • A physical examination may be required
  • Must be able to obtain a Tier 3 background investigation and Secret clearance
  • Must be able to obtain an Anti-terrorism level II certification within 6 months to a year of employment
  • Must be able to obtain an OPSEC certification within 6 months to a year of employment

Qualifications

1. Five years of progressively responsible work in security management
2. Must interact well with people and be able to communicate in a clear, concise, and grammatically correct manner.
3. Must be able to write clearly and concisely.
4. Must know how to prepare and manage recurring reports.

Highly Qualifying Criteria:
- Familiar with Army Garrison Protection directorates
- Experience with serving as a Contracting Officer Representative (COR) and Billing Official (BO)
- Possess an Anti-Terrorism Level II certification or have the ability to obtain within the first 6 months of employment
- Possess an Operational Security (OPSEC) Program Manager certification or have the ability to obtain within the first 6 months of employment
- Possess Emergency Management certifications
- Possess a Physical Security Crime Prevention certification
