JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Center for Health Care and Policy Research (CHCPR) invites applications for a Research Budget Coordinator to contribute to, manage, and oversee the daily operational activities within the Center. This position is responsible for all financial aspects of the Center's operating budget as well as pre-and post-award administration of sponsored research conducted by faculty, staff, and graduate research assistants. This position also functions as a Human Resources liaison and provides administration and resource management across multiple externally funded research projects. Specific job responsibilities include:

  • Manages the Center’s operating budget and provides post-award budget management for externally funded grants, maintaining accountability for budget expenditures.

  • Works closely with the Center director in developing and forecasting budgets.

  • Advises faculty and staff in interpreting and adhering to sponsor and University guidelines and regulations.

  • Prepares entries and audits post-award and general funds.

  • Maintains confidentiality of sensitive issues and files.

  • Serves as a liaison with various College and University Offices including Human Resources and Finance.

  • Administers research projects and provides general project planning.

  • Tracks grant proposals under review and the staffing implications of each; tracks outreach and development of new opportunities and may assist in scoping new projects.

  • Maintain a working knowledge of Penn State, governmental, and recurring foundation guidelines and policies; review and identify specific proposal guidelines.

  • Advise faculty on and assist in the preparation of research proposals. May collaborate with other units to prepare proposals with sub-contracts or specialized requirements.

  • May supervise support staff.

  • Tracks staff time allocation needed across projects and advises on resource allocations.

  • Oversees daily Center functions and operations; provides advice and consultation on complex matters; assists in the planning, execution, and monitoring of the Center’s strategic plan; tracks progress toward goals and targets; and performs advanced and confidential administrative duties and responsibilities.

Education and Experience:

Typically requires an Associate's Degree or higher plus six years of related experience, or an equivalent combination of education and experience. Solid technology skills, proficiency in Office 365, and experience with programs such as WorkDay, SIMBA, Strategic Information Management System (SIMS), Concur, and Shop OnLion are preferred. Enrolled in or graduated from Penn State ACES is preferred.

The successful candidate must have excellent leadership, written and verbal communication, and management skills related to both financial and personnel matters. Ideal candidates will have outstanding problem-solving skills, initiative, teamwork, and team-building abilities, strong interpersonal skills, and demonstrate sound judgment abilities. Requires the ability to foster a welcoming and inclusive environment for students, staff, and colleagues within the University.

CHCPR is one of five research centers within the College of Health and Human Development and its mission is to create and disseminate new scientific knowledge that will help private and public decision-makers to develop cost-effective services and programs that improve people's health. The Center helps researchers interested in all aspects of health and healthcare improvement find funding, develop quality research designs, collect and analyze data, and disseminate findings to the right audiences. The Center currently leads or supports multiple externally funded research grants.
