JOB SUMMARY

The University of Connecticut (UConn) School of Social Work seeks qualified applicants for a system level project management position, to be hired as Project Manager (Research Assistant 3).

The position will be part of the School of Social Work’s growing portfolio of training and technical assistance, system and service/program design, readiness, and implementation in partnership with local, state, and federal government agencies and organizations on behalf of children, youth, and families. Positions with Innovations Institute are fully remote with expected travel to UConn’s Hartford Campus twice annually at the employee’s expense. Occasional sponsor-funded travel to contracting states and sites may also be required.

The selected candidate will provide project management and supervision over major functions and deliverables for projects with federal, state, and/or local governments that range in size from small to moderate to notably sized such as state centers of excellence or national technical assistance centers. The selected candidate will provide training and technical assistance; meeting and strategic planning facilitation; gaps and needs analyses; administration of readiness tools and environmental scans; document and policy review; and apply expert knowledge related to child and family cross-system behavioral health reform at both the system and service levels. The selected candidate also will apply and contribute knowledge, concepts, principles, and skills to multiple projects across the Innovations Institute in the development of resources, tools, and direct work with system leaders on child and family cross-system reform efforts to include workforce development and system and service readiness, design, and implementation.

The position will work under the direction of Denise Sulzbach, Assistant Extension Professor and Director of the TA Network at Innovations Institute. The selected candidate may mentor or supervise other program staff. The selected candidate is expected to collaborate with and across Innovations Institute and the School of Social Work, as well as with consultants and organizations partnering with Innovations Institute.

DUTIES AND RESPONSIBILITIES

  • Provides subject matter expertise in children and family behavioral health services and cross-system (child welfare, mental health, juvenile services, education, healthcare, Medicaid/managed care, etc.) reform to state, federal, and provider leadership.
  • Represents Innovations Institute to state and federal leadership through participation in invited meetings and webinars, conferences, and trainings, and develops new partnerships to further support and enhance the work of Innovations Institute.
  • Represents Innovations Institute as a presenter at national meetings, webinars, and conferences.
  • Contributes to the development of tools to assess system and provider level readiness for design and installation of good and modern children’s behavioral health services and alignment of current funding, policy, and practice with the service model.
  • Serves as project lead and liaison with funders to establish project deliverables and timelines and establishes and manages working team to ensure deliverables are met on time and are of high quality.
  • Drafts and maintains project work plans that set and monitor goals and objectives to align with defined project strategy.
  • Provides and oversees training and technical assistance; meeting and strategic planning facilitation; gaps and needs analyses; administration of readiness assessments and environmental scans; document and policy review; and applies expert knowledge related to cross-system reform at both the system and service levels to include workforce development and system and service readiness, design, and implementation.
  • Develops presentations, including talking points and slides, and delivers presentations to technical assistance and training recipients.
  • Authors and edits reports, briefs, white papers, grants, articles, presentations, and/or other materials.
  • Participates as lead author and/or contributor in the development of technical proposals and grant applications.
  • Performs general administration and supervision, including initiating and approving budget requests and deliverable reporting, along with providing supervision, training, and evaluation of staff and/or consultant pool and subcontractors.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree and four to five years of post-degree experience or Master’s degree and two to four years of post-degree experience.
  • Expertise in children’s behavioral health and at least one U.S. child serving system (child welfare, mental health, juvenile services, education, healthcare, Medicaid/managed care, etc.) with experience in successful cross-systems reform.
  • Minimum of five years of experience with project management including development and monitoring of work plans.
  • Minimum of three years of experience in providing technical assistance to child- and family-service systems to improve behavioral health outcomes for children, youth, young adults, and families.
  • Minimum of five years’ experience in developing presentations and presenting to a variety of audiences of different sizes.
  • Willingness and ability to travel to contracting states and sites.

PREFERRED QUALIFICATIONS

  • Expertise in children’s behavioral health and multiple U.S. child serving systems (child welfare, mental health, juvenile services, education, healthcare, Medicaid/managed care, etc.) with experience in successful cross-systems reform.
  • Multi-state/national experience in providing project management and/or technical assistance for national or state-wide projects and large-scale implementation efforts utilizing multi-disciplinary teams of subject matter experts.
  • Experience with partnering with family and youth leadership to advance policy, research, practice, and continuous quality improvement.
  • Experience developing and maintaining effective working relationships with partners, including funders, internal colleagues, and other stakeholders.
  • Proven track record of participating in the development of successful grant applications and responses to funding opportunities.
  • Knowledge in adult learning theory and experience in developing training and technical assistance resources and tools.
  • Ability to apply implementation science and use of care pathways at policy and management levels to increase coordination across systems, shared decision-making, clearly established care standards across systems, and ability to fully leverage and optimize cross-system resources.
  • Significant experience (three to five years) in administering system reform tools to assess readiness or alignment with model or practice requirements at the agency, committee, and/or system level.
  • Experience with and commitment to engaging in work that is grounded in research and committed to social justice.
  • Demonstrated ability to effectively communicate both verbal and written thoughts, ideas, and facts. Writes and presents information in a clear and succinct way.
  • Preference will be given to applicants who are located in the continental United States.

APPOINTMENT TERMS

This is a full-time, end-dated position subject to renewal based on funding and satisfactory performance. Positions with Innovations Institute are fully remote with expected travel to UConn’s Hartford Campus twice annually at the employee’s expense. Occasional sponsor-funded travel to contracting states and sites may also be required. Compensation will range from $90,000 to $120,000 annually (full-time equivalent) depending on experience.
