Major Duties and Responsibilities:

Under general direction, monitors and oversees the delivery of Work Opportunity Tax Credit (WOTC) Foreign Labor Certification (FLC) program areas and services to Migrant and Seasonal Farmworkers (MSFW), and supervises subordinate supervisors and lower-level staff: implements program policy and provides policy interpretation and guidance to WOTC MSFW/FLC supervisors and other Office of Workforce Development (OWD) staff; ensures cooperation in delivery of programs and services to Ohio businesses; works in coordination with peers and support office to ensure program performance is in compliance with state and federal guidelines; addresses performance issues and concerns; resolves complex or difficult issues; reviews and interprets local, state, and federal policies for statewide program; oversees program delivery and support for employers seeking talent; oversees all activities, events, and business partnerships statewide; maintains internal and external partnerships statewide for employer services; assists in providing technical assistance to state and local workforce partners overseeing system enhancement recommendations and implementation; works with internal and external partners on statewide plan for positive performance outcomes; identifies areas of concern or deficiencies and creates action plans.

Supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development).

Monitors grant performance and expenditures, and makes improvement recommendations to Bureau Chief; tracks overall program status, working in collaboration with internal and external partners on program compliance; coordinates statewide program activities in partnership with OWD leadership, Bureau Chief, and Program Delivery Managers; communicates and coordinates with other Program Managers or Bureaus within OWD to ensure that various employment services under their programs (e.g., WOTC, MSFW/FLC) are delivered in an accurate and timely manner; conducts and/or attends meetings with agency staff, employers, or outside entities; trains or advises other program staff (e.g., WOTC, MSFW/FLC) on roles, responsibilities, and proper utilization of staff and other aspects of the workforce system integration; oversee FLC and WOTC processing, data entry and decisions of applications, quarterly reports, and narratives submitted to US Department of Labor (DOL); oversees communications and partnership with State Monitor Advocate.

Responds to sensitive internal and external customer questions, complaints, and issues from the general public, legislators, and county commissioners; represents agency in public speaking engagements and interfaces with advocacy groups and workforce development partners, community and business leaders, and government officials; monitors grant expenditures and budgetary roles; oversees program system enhancements for program areas (i.e., WOTC, MSFW/FLC ); oversees memorandum of understanding (MOU) negotiations.

Performs other related duties as assigned (e.g., conducts and attends staff meetings; conducts and attends informational seminars, presentations, and trainings; travels to attend meetings, conferences, and trainings; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).


Qualifications

Minimum Qualifications:

  • Must have at least 24 months experience in providing either federally mandated employment or unemployment compensation/services to clients
  • Must have at least 18 months experience in supervisory principles/ techniques.

OR

  • Completion of undergraduate core program in business administration, public administration, or management science
  • Must have at least 18 months experience in office management.

OR

  • The equivalent of ‘Minimum Class Qualifications for Employment’ noted above.

Knowledge of supervisory principles/techniques; employee training & development; state &/or federal laws & regulations governing implemented employment services & unemployment compensation programs; public relations*. Skill in operation of personal computer.

Skill in operation of motor vehicle.

Ability to define problems, collect data, establish facts & draw valid conclusions; prepare meaningful, concise & accurate reports; handle sensitive inquiries from & contacts with officials & general public; must be able to resolve disputed claims &/or complaints from angry &/or irate customers.

Unless required by legislation or union contract, starting salary will be the minimum salary of the pay range (step 1, currently $34.70 per hour) associated with this position.
