To facilitate recruiting/onboarding of management and administrative office personnel, provide assistance and oversight to local Human Resources Coordinators (HRC s) with field recruiting/hiring, disciplinary and termination procedures. Assist management in interpreting/enforcing Company and divisional/unit policies and guide decisions based on policies as appropriate. Coordinate and direct benefits and HRC training programs. Direct the maintenance of all appropriate paperwork and record retention processes. Provide guidance to local unit HRCs.

The Regional Human Resources Manager is accountable to and derives authority from the National Director of Human Resources, working hand-in-hand with individual Operating Unit Presidents.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Administer all HR activities related to benefits, compensation, staffing and employee relations - evaluating the effectiveness of current activity and implementing & regularly communicate necessary changes
    • Weekly input of all employee changes/updates, new hires, terminations, new hire benefit elections in NAV; working directly with regional payroll to ensure changes are reflected on weekly payroll
    • Audit PlanSource weekly to ensure employee changes are input
    • Audit weekly PlanSource Change Reports against NAV
    • Audit PlanSource New Hire Processing to ensure eligible new hires are receiving their enrollment information and enrolling timely
    • Run and distribute monthly vendor remittances from PlanSource for regional accounting (BCBS, MetLife, VSP)
    • Work with local HRCs to ensure their understanding of policies, processes and functionality of PlanSource
    • Process FMLA documentation and severance agreements for region, when required
  • Point of Contact with vendor representatives to resolve employee issues
  • Recruit, interview and coordinate candidates for open office positions, assist local HRCs with local field recruiting efforts
  • Ensure individual unit HRCs are working with local job networks and community outreach for our OFCCP Compliance
  • Ensure that Open Enrollment is scheduled and facilitated at each OU; facilitating individual unit s OE, when necessary
  • Track 401k participants eligible match and input in NAV; monitor HCE employees for appropriate participation and classification
  • Handle discipline situations and offer coaching advice to management
  • Track annual performance review timelines for office staff and ensure field performance reviews are conducted annually
  • Develop strategic business relationships with all OUPs and department managers
  • Participate in annual budget meetings with OUPs, Regional Controller and OU management team
  • Own the Affirmative Action progress including compliance & communications
  • Partner with Tecta National office to drive & champion national HR initiatives

JOB SPECIFICATION:

  • Proficient with Microsoft Office Suite Products
  • Well organized with a demonstrated ability to handle multiple tasks simultaneously
  • Strong leadership, interpersonal, communication, management and organizational skills.
  • Ability to interpret business drivers and effectively adapt HR policies and programs to support business goals
  • Familiar with HR government compliance & regulations around guidelines & issues pertaining to employment practices
