IMPORTANT:

1. Veterans – Veteran’s points will be awarded in accordance with the Connecticut State Statute. Five (5) for non-disabled veterans, ten (10) for disabled veterans. Proper documentation must be submitted to the Personnel Director before the date of the examination.

2. Residents – Five (5) Residency points shall be added in accordance with the amendment to the Civil Service Ordinances dated March 18, 2011. Proper documentation and proof of residence must be submitted no later than the closing date for applications.

EXAMPLES OF WORK: (Illustrative only)

Applies taping, paint, vinyl, paper and other finishes to all types of surfaces; Cleans brushes, maintains spraying equipment; Cleans, scrapes, removes and otherwise properly prepares surfaces for finishes; Determines quantity of materials required and keeps records of materials used; Does staining, varnishing and clear coating; Does wallpapering and drywall taping; Erects working scaffolds and ladders; Maintains a safe and healthy environment for students, staff and community; Matches colors; Mixes and match paints and other materials of various consistencies and colors; Mixes paint by hand or machine; Operates and maintains painting equipment such as sprayers, brushes, ladders and lifts; Operates sand, water and other media blasting equipment; Paints a variety of surfaces interior and exterior (e.g. buildings, parking lot markings, floors, lockers, furniture etc.) for the purpose of maintaining facilities in an attractive, safe, and usable condition; Patches, tapes drywall, plaster and block to ensure smooth surfaces; Performs all types of hand and spray painting; Performs highly skilled painting tasks in accordance with standard trade practices; Removes graffiti (e.g. cleaning walls, graffiti removal, etc.) for the purpose of minimizing vandalism and maintaining attractive facilities; Removes old paint by paint removers, blowtorches or scrapers; Supports other employees as assigned which may include other trades; Waterproofs buildings, using water proofers or caulking; May cut glass and glaze windows; May do furniture refinishing work; May fabricate signs including laying out patterns, designing lettering and logos, cutting film from patterns, manufacturing wood sign frames and screening patterns onto silk; May guide, inform and support the work of department staff and other personnel; May lay and repair resilient flooring and Formica; May prepare temporary plywood coverings for areas with broken glass; May remove and replace sash and window moldings; May remove broken glass; May stain, prime and paint signs; May take precise measurements of areas requiring new glass; Performs related duties as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge of and ability to apply the standard practices and methods, and materials and equipment of the painting trade; Knowledge of and ability to follow EPA rules and regulations related to the use, storage, disposal and recycle of paint products; Knowledge of the common practices, tools, terminology and accident precautions of the painting trade; Knowledge of the methods of preparing materials and surfaces for painting; Interpersonal skills; Oral and written communication skills; Ability to be trained in and use Lead-Safe Work Practices; Ability to estimate time and materials needed;

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES CONTINUED:

EDUCATION AND EXPERIENCE

General Experience

Four (4) years of experience in the painting trade area. Two (2) years of experience must have been performing skilled painter functions in the painting craft.

Substitutions Allowed

Graduation from a vocational or technical school with a diploma designating completion of subject requirements as a painter may be substituted for two (2) years of experience.

Experience performing technical duties within the painting trade area on a military base, aircraft carrier or large compound may be substituted on a year for year basis.

SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certification.

LICENSURES, CERTIFICATIONS AND OTHER REQUIREMENTS

Incumbents in this class are required to possess and maintain a current Motor Vehicle Class D Operator’s License and have a good driving record.

MUST BE SUBMITTED AT TIME OF APPLICATION

In order to verify possession of the appropriate Driver’s License and good driving history, applicants will now be required to provide the H.R. Office with a Driving History Report that is less than 30 days old. Only reports generated by the Department of Motor Vehicle will be accepted. This information will be specifically requested of the applicants at the time that a conditional offer is made. In the event that a report is not supplied within (7) seven days or the H.R. Director deems your driving history to be poor, the conditional offer may be rescinded.

This position is covered under the written agreement between the City of Waterbury and Waterbury City Employees Local 353, AFSCME. The Parts and Weights for this examination will be determined prior to conducting the exam. Individuals appointed shall be required to serve a working test period which will be, in effect, the final phase of the examination.

APPEAL PROCESS: - An applicant may appeal notice of not meeting the minimum qualifications (Civil Service Rules and Regulations, Section 3741, Subsection B, Article 9) to the Civil Service Commission within seven (7) days of the date on such notice. Please notify the Civil Service Office of a change in address. Notification will be mailed to the address written on your application.

Working Conditions, Physical and Mental Requirements

Employees appointed to positions in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity and must maintain such physical fitness as to be able to perform the duties of the class. A physical examination is required. Incumbents in this class may be required to lift moderate to heavy weights; may be exposed to extreme weather conditions and to risk of injury from equipment. The City may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
