Position Description:
An employee in this class directly provides technical assistance and consultation to staff by providing goal setting, data collection, data analysis, and other basic qualitative and quantitative human services research methodology. This involves reviewing and staffing cases with the workers to assist in determining the best way to assist the client. Employee must keep well-informed of all policies, rules and laws that impact upon the work of the unit and be able to assist staff in its interpretation. Work is performed independently under direct supervision of the Director.

Responsibilities:
  • Evaluates work product of quality assurance staff by determining agency case review protocol, the Child and Family Team Review protocol and the Division of Social Services Process Review protocol are followed.
  • Ensures quality assurance staff are meeting timelines for review of cases.
  • Provides supervision to a small team.
  • Leads staff in identifying trends in work product areas which need improvement.
  • Leads staff in developing training demonstrations, instruction, field observation which clearly conveys policy expectations, promotes effective social work practice and supports individual performance improvement.
  • Assists in developing and maintaining basic management and program data as it pertains to the Child Welfare Section’s performance.
  • Assists in development of activities designed to improve outcomes for children and families.
  • Evaluates effectiveness and efficiency of the unit staff.
  • Assists in identification, implementation, and evaluation of activities and measurement of indicators.
  • In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations is expected. Employee is required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during, and after the emergency.
  • Employee is also required to participate in relevant exercises and regular preparedness training.
Qualifications:
  • Master’s degree from an accredited school of social work and one year supervision of child welfare programs and two year of social work experience in child welfare program; or
  • Bachelor’s degree from an accredited school of social work and one year supervision of child welfare programs and three years of social work in child welfare programs or counseling experience; or
  • Master’s degree in a counseling field and two years supervision of child welfare programs and three years of social work in child welfare programs or counseling experience; or
  • A four-year degree in a human services field or related curriculum and three years of supervision of child welfare programs and four years of social work in child welfare program or counseling experience; or
  • Graduation from a four-year college or university and four years of supervision of child welfare programs and five years of experience in rehabilitation counseling, pastoral counseling or a related human service field providing experience in the techniques of casework, group work or community organization; or
  • An equivalent combination of training and experience.
