The Grant-Funded Quality Assurance Auditor is a new position that resides within the newly-formed Quality and Development Services Division. This position was created in response to the winddown of Public Health Emergency (PHE) funding that sustained Medicaid (Health First Colorado) eligibility for individuals and families who would have otherwise been deemed ineligible. The Grant-Funded QA Auditor will work to ensure that the department’s eligibility decisions are accurate and well-documented, and that clients who disagree with their eligibility determination get a second set of eyes on their case to make sure they are receiving the assistance for which they are eligible. This work requires an eye for detail, a dedication to integrity, and a heart for the community.

Typical Hiring Range: $52,500 - $57,370 annually
(salary to be commensurate with qualifications)
This position has an anticipated work schedule of Monday – Friday, 8:00am – 5:00pm, subject to change. Under FLSA guidelines, this position is non-exempt.

Completes, organizes, and provides detailed statistical analysis of program audits for Health First Colorado (formerly Medicaid) and Long-Term Care. Position is subject to grant funding.

Essential Duties/Responsibilities

  • Completes audits and related activities for assigned programs; tracks all monthly audits performed.
  • Maintains a high level of proficiency in research and analytical skills related to program policy and within Colorado Benefits Management Systems (CBMS).
  • Maintains a highly organized work structure and tracking system.
  • Drafts audit responses and rebuttals in a clear, legible manner with minimal grammatical errors.
  • Mediates hearings between Eligibility staff and clients who are appealing benefit actions.
  • Recommends ongoing training to Staff Development based on trends.
  • Reviews and audits client sanctions; determines if sanctions were properly imposed and recommends sanctions for reversal or enforcement.
  • Participates in internal committees, training, workshops, and seminars.
  • Performs other duties as required.

Qualifications

Knowledge, Skills, and Abilities:

  • Knowledge of public assistance rules, regulations, and procedures. Knowledge of community assistance resources and agencies.
  • Working knowledge in benefits systems, such as CBMS and in all relevant program policy. Ability to learn computer programs that are relevant to the Department's work.
  • Working knowledge of computer programs including Microsoft Office.
  • Ability to train and objectively review the performance of others; ability to provide and receive productive feedback.
  • Ability to communicate and work effectively with co-workers, supervisors, management, auditors, other agencies, and the public.
  • Must possess exceptional writing and interpersonal communication skills.
  • Ability to efficiently plan, schedule and organize. Must be detail oriented and ensure accuracy in work.
  • Ability to assess situations and make prudent and appropriate decisions; ability to apply conflict resolution and problem-solving skills.
  • Sets goals and manages time efficiently; remains open to change and new information; effectively deals with pressure and ambiguity.
  • Ability to use standard office equipment to include computer, copier, and telephone.
  • Maintain regular and punctual attendance.
Required Education and Experience:
  • High school diploma or equivalent education.
  • Minimum two years of human services related experience, including knowledge of eligibility determination or department of human services programs, resources, and policies, and procedures.
    • Associate's or Bachelor's degree may substitute for the required experience.
Preferred Education and Experience:
  • Four years of experience determining eligibility for Health First Colorado (formerly Medicaid) or Long Term Care.
  • Experience with case file auditing
  • Experience with CBMS.
Pre-Employment Requirements:
  • Must pass conditional post offer background investigation and drug screen.

Work Conditions

Duties are typically performed in a high-volume office and remote work environment dependent upon Department discretion and business needs. May be required to work evening and weekend hours.
