OUTSTANDING SALARY AND BENEFITS
Total Compensation Package Up to $325,408 annually, dependent on qualifications.
Retirement Reciprocity with CalPERS, CalSTRS, and 1937 ACT Plans.

Annual Across the Board Salary Increases on February 2024/25
Bi-annual step increases of 2.5% up to Step 17*

Modified Benefits Option provides a wage differential of 4% above the base salary rate with modified benefits, including: Use of increased pay rate to calculate County contributions to Retirement Medical Trust, 401(k), and 457(b) plans, leave cash outs, and retirement contribution rate. MBO Salary Range Up to $265,792 annually, dependent on qualifications.

The Department of Public Health offers an exciting opportunity for a challenging career as a Public Health Medical Director. The Public Health Medical Director will plan, organize, direct, and coordinate medical services provided through the San Bernardino County Department of Public Health Federally Qualified Health Centers (FQHC) and Public Health Clinics. This position reports directly to the Health Officer.

The Public Health Medical Director has a multifaceted, integrated leadership role which includes but is not limited to the following essential functions related to practice management and compliance monitoring:
  • Oversee the delivery of medical care, clinical programs, and services at all FQHCs and Public Health Clinics including appropriate evaluation, diagnoses, treatment, medical screening, and administration of medication.
  • Direct, manage and supervise licensed and certified clinical providers/personnel within the FQHC and Public Health enterprise.
  • Serve in a key management position in the capacity of Chief Medical Officer (CMO) for the FQHCs.
  • Supervise, evaluate, and determine competency of physicians and mid-level practitioners.
  • Develop, update, review and implement policies and procedures, protocols, and standards of care.
  • Coordinate planning, measurement and quality improvement control of clinical and operations.
  • Engage in a lead role related to peer review process for all providers and mid-level practitioners.
  • Utilize data from sources such as the Electronic Health Record (EHR), patient feedback, and staff feedback to identify performance gaps, to engineer and implement strategies for the success of operational efforts.
  • Safeguard required compliance with State, Federal, Health Resources and Services Administration (HRSA), and the Centers for Medicare & Medicaid Services (CMS) regulations.
  • Leadership to build and sustain internal and external relationships and community engagement; address unique community health and socio-economic needs, maximize patient engagement and measure patient/population health outcomes.

This position is in the unclassified service and serves at the pleasure of the appointing authority.

DEPARTMENT OF PUBLIC HEALTH
The dedicated staff of the Department of Public Health works to provide patient focused comprehensive primary care services throughout the County of San Bernardino. Additionally, Public Health strives to prevent epidemics and the spread of disease, protect against environmental hazards, prevent injuries, promote and encourage healthy behaviors, respond to disasters and assist communities in recovery, and ensure the quality and accessibility of health services throughout the county. In achieving this goal, the department places a high value on strong working alliances with local community groups representing the diverse populations who live in all areas of our large county.

Minimum Requirements

Must be a licensed physician in the State of California and be Board Certified in Family Practice, Primary Care, Internal Medicine, or Preventive Medicine.

Desired Qualifications

The ideal qualifications consist of a combination of education and experience commensurate with the responsibilities of the position and should include licensure as a physician in the State of California, Board Certification in Family Practice, Primary Care, Internal Medicine, or Preventive Medicine, preferably with experience working within a FQHC. In addition, the ideal candidate will possess excellent written and verbal communication skills and thorough knowledge of the principles and practices of population health particularly in a Public Health setting; health care management practices and principles including revenue retrieval; development of medical policies, procedures, and protocols. Clinical information technology and analytics relating to the electronic health record, patient health record documentation, and interoperability of related clinical, financial, communications and reporting systems.
