Overview:

The National Network of Public Health Institutes (NNPHI) is an active network comprised of over forty-member public health institutes located throughout all ten Health and Human Services regions. NNPHI also serves as the National Coordinating Center for Public Health Training (NCCPHT) and hosts an affiliate network of ten Regional Public Health Training Centers (Regional PHTCs) serving all fifty states and US territories. Public health institutes (PHIs) are nonprofit organizations that improve the public’s health by fostering innovation, leveraging resources, and building partnerships across sectors, including government agencies, communities, the health care delivery system, media, and academia. NNPHI and its member institutes work together to implement public health policy and program initiatives throughout the nation. NNPHI offices are located in New Orleans and Washington, DC.

The NNPHI mission is to support national public health system initiatives and strengthen public health institutes to promote multi-sector activities resulting in measurable improvements of public health structures, systems, and outcomes. Position Summary:

NNPHI seeks a Public Health Advisor to provide subject matter expertise to a diverse and growing array of public health projects related to Tribal health as part of the National Coordinating Center for Public Health Training (NCCPHT) at NNPHI. The NCCPHT collaborates with public health training centers, member public health institutes, and a wide range of national, state, Tribal and local partners to build the capacity of the public health workforce. This position will also work in close partnership with the Bridging Sectors to Create Health (Bridging) portfolio. The Bridging portfolio supports collaborative engagement with critical partners that support the health and well-being of communities, including hospitals and health systems, behavioral health and substand use prevention organizations, state legislatures, federal agencies, state, local, and tribal organizations and more.

The Public Health Advisor will work closely with NNPHI leadership and staff, public health institutes, funders, and other partner organizations to implement several Tribal health projects that engage the public health system and the public health workforce to ensure best practices in community engagement, cultural competency, and leadership development. The Public Health Advisor will provide subject matter expertise around NNPHI’s current work related to Tribal public health within a frame of achieving health and racial equity. They will support the organization’s participation in and design of programs that serve the Tribal public health workforce as well as help to develop a strategy for the network’s role in providing and investing in Tribal public health organizations and training centers. As a member of the NCCPHT and Bridging teams, the Public Health Advisor will also provide strategic support and relationship management for other programs across the organization that focus on Tribal public health to ensure collaboration and coordination.

This position emphasizes a combination of subject matter expertise and strategic leadership, relationship management, and training and facilitating. The successful applicant will bring professional experience in a health department setting as well as a passion for building the public health workforce of the future. This position will report to the Director, National Coordinating Center for Public Health Training and engage regularly with the Bridging portfolio.

Primary Responsibilities:

  • Serve as NNPHI’s technical advisor for projects across the organization, focusing on Tribal health topics including leadership development, capacity building, systems change, data sovereignty, measures and survey instruments and more.
  • Provide strategic advice and guidance to support the execution of project work plans and portfolio strategy related to tribal health.
  • Maintain and develop relationships with funding agencies (including federal agencies and private foundations)
  • Contribute to internal organizational policies and procedures and advise the senior leadership team on implementation strategies
  • Contribute to reports to funders for projects in NNPHI’s NCCPHT and Bridging Portfolios
  • Plan and implement sessions for NNPHI Annual Conference and other organizations’ conferences
  • Plan and host webinars for NNPHI members and other audiences
  • Serve as a technical resource to interest groups of NNPHI members
  • Represent NNPHI in tribal health partner workgroups, meetings and conferences
  • Learn from other national organizations and seek innovative and best practices and leverage that knowledge to help advance the work of NNPHI members
  • Provide technical assistance to public health institutes and other stakeholders/partners (e.g., external grantees of CDC or other federal agencies)
  • Produce and refine logic models and action plans to support strategic tribal public health initiatives.
  • Author and edit external publications and reports to promote thought-leadership related to Tribal health
  • Contribute to the development of proposals, including contributing to securing project renewal funding as well as developing new projects with federal agencies and foundations, among other funders
  • Serve as resource advisor for Program Associate(s), Program Manager(s), and/or CDC fellows, as well as interns as needed
  • Conduct other duties as assigned to fulfill NNPHI’s mission

Preferred Qualifications:

  • Master’s degree in Public Health or other related degree, or commensurate professional experience
  • Minimum 8+ years relevant experience in or with Tribal and Indigenous organizations
  • Deep knowledge of Tribal history, treaties, Federal Indian law, sovereignty, self-governance, and decolonization principles and practices.
  • A deep respect for and understanding of Tribal and Indigenous culture, customs and traditions, and experience with connecting these with intentional system changes to support health and wellbeing.
  • Stellar communications skills including strong editing and writing skills
  • Confident public speaker, in person and via phone/webinar
  • Strong interpersonal skills and ability to work effectively on a team and with diverse partners
  • Experience in a fast-paced, entrepreneurial environment and flexibility with an ability to maneuver effectively in the face of uncertainty and transition
  • Demonstrated program management experience with diverse funders and multiple contractors
  • Excellent customer service skills and relationship management skills
  • Experience managing RFP or other contracting processes
  • Experience serving as a liaison to federal funding agencies and private foundations
  • Excellent analytic skills and comfort/familiarity with interpreting federal and state regulations
  • Success mentoring and supervising staff and contractors
  • Experience with the following software/systems required: Microsoft office (SharePoint, Word, Excel, PPT), project management software, and customer relationship management (Salesforce)

Job Location:

NNPHI maintains two physical offices in, Washington, DC, and New Orleans, Louisiana. We also offer Atlanta-based applicants the option to work remotely. Due to the COVID-19 pandemic, this position will commence remotely. Ultimately, NNPHI requires the position will be based in either of our three locations. Therefore, applicants should indicate their preference to work in NNPHI offices located in New Orleans, Atlanta, or Washington, DC. We will also consider applicants based outside of these locations, but preference is given to the listed locations.

Salary/Benefits:

  • Salary is commensurate with education and experience.
  • A highly competitive benefits package is offered to all NNPHI staff.
  • 15% travel is required based on location. This could be more or less based on the needs and responsibilities of the role.
