Duties

  • You will plan, advise, and coordinate communication plans and strategy to keep the general public and the military community informed about operations and activities.
  • You will develop and maintain communication materials for use in informing and updating the general public, key Navy and public influencers/stakeholders, and both internal and external media.
  • You will provide support and counsel on public engagement strategy, including community meetings (Neighborhood Boards, Rotary Club, Military Affairs Committee of the Hawaii Chamber of Commerce, etc.), site visits, tours, and other public engagements.
  • You will plan and implement Navy participation in community outreach activities in support of command Public Affairs programs.
  • You will develop and maintain records of Public Affairs activities, media coverage, and other.

Qualifications

For GS-11:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Gathers data to write news releases, feature stories, background statements, blogs, fact sheets, etc. to disseminate information; 2) Analyzes information to determine the audience and the most effective media to use (i.e., print, web/social media, and/or broadcast media); 3) Develops effective relationships with public affairs personnel and media representatives by performing oral presentations, briefs, or arrange phone interviews with subject matter experts to enhance communication between the organization and its audiences; and 4) Uses approved information to respond to queries from the media and/or general public orally or in writing.

For GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing information products (i.e. photos, videos, news releases, articles, informational reports, etc.) for effective dissemination to internal/external audiences; 2) Maintaining official websites, social media accounts, and/or content management systems for public affairs information dissemination; 3) Writing news articles and/or briefs to disseminate information; and 4) Coordinating internal personnel and resources for participation in community relations events.

PHYSICAL DEMANDS
Work is usually performed sitting at a desk, in news conferences, briefings, meetings, etc.; or riding in an automobile or public transportation. No special physical demands are involved in performing the work. Tours, media events, story and photo assignments require site visits aboard Navy ships, submarines, aircraft, various shore facilities and various locations in the local community. When required, the incumbent may be expected to climb on, over, under, or around natural and man-made obstacles in order to satisfy mission requirements.

WORK ENVIRONMENT
The work environment involves everyday risks or discomforts requiring normal safety precautions typical of office settings or commercial vehicles such as planes, trains, buses, or automobiles. The work area is adequately lighted, heated, and ventilated. While performing duties outdoors, incumbent may be subject to inclement weather or weather anomalies.

Education

In lieu of specialized experience, you may also qualify with the following education:

For GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position being filled.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position being filled.
OR
Successful completion of an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

For GS-09:
Successful completion of a Master's or equivalent graduate degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position being filled.
OR
Successful completion of two full years of progressively higher level graduate education leading to such a degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position being filled.
OR
Successful completion of an LL.B. or J.D., if related to the position being filled.
OR

Salary Range for GS-09: $59,407 - $77,226
Salary Range for GS-11: $71,877 - $93,437
A post allowance amount, (otherwise known as: COLA), of 9.28% will be added to the stated salary. Post allowance is subject to change at any time. For additional information, please refer to the Joint Travel Regulations (JTR), Chapter 5 Part B.

If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.
