Responsibilities:
The NNSS Protocol Office is the Nevada National Security Site’s primary point of contact for planning and hosting strategic visits, meetings, tours and ceremonial events for high-level dignitaries of the United States and foreign government offices, academia and industries. Protocol serves as the logistical lead on a wide range of services, including but not limited to, the transfer of security and special access clearances, badging, tours, hotel-contract negotiation, meeting room management, poster display, audio-visual services, parking, transportation, and special events.

This position is an integral part of the successes of the NNSS Protocol Office. This position will work with small team to meet the goals and challenges for the department. This role will be responsible for providing wide range of support duties as Protocol Officer, in support of the Protocol Office and Tour Program within the Public Affairs Department.


Key Responsibilities

  • Plan, execute, manage and oversee all aspects of events and visits for dignitaries requiring frequent interaction with high-level management, senior directorate leaders, and VIP visitors including officials and representatives from various government agencies, academia and the private sector. This involves a wide variety of operational logistics, scheduling and organizational requirements and activities, requiring independent analysis and self-direction in support of public, programmatic and high-level visits and tours.
  • Serve as point of contact in high level protocol visits, workshops, conferences, and special events. Serve as an adviser for establishing goals and priorities for each visit. Develop and recommend agendas for visits, events, and meetings, coordinate discussion topics with appropriate senior leaders and programmatic offices.
  • Research and establish goals for the visit with the technical host and set priorities for the visit. Research and coordinate discussion topics and briefings with appropriate senior management and programmatic offices to develop visitor agendas and schedules.
  • Independently resolve unexpected and unique complications, deviations, or delays making revisions, substitutions, and changes on a moment’s notice in highly visible environments.
  • Help coordinate transportation (Motor Coaches, Van, and Fleet vehicles) as needed for assigned tours and visits.
  • Assist with itineraries and schedules for each visit, as assigned, coordinating discussion topics with appropriate internal and external points of contacts and programmatic offices.
  • Support tours, meetings, and visits to the NNSS, NLVF and surrounding areas, including but not limited to set up, tear down, purchasing items, ordering and delivering catering meals and anticipating needs of visitors.
  • Assist with maintaining inventory of tour supplies such as snacks, beverages, lanyards, DVDs, etc.
  • Ensure vehicles are cleaned and detailed before each tour with physical inspection of vehicles day prior to tour.
  • Distribute/collect paperwork for cleared/uncleared US citizens and foreign nationals for tours, as assigned.
  • Serve as member of the Joint Information Center (JIC).
  • Perform other duties as assigned.
Qualifications:
  • Bachelor’s degree in related field and at least 2 years of professional level experience, or equivalent training and experience.
  • Experience interacting with all levels of personnel, both internal and external to organizations, exercising a high degree of discretion, mature judgment, and tact in handling difficult situations and issues of a sensitive nature.
  • Demonstrated knowledge and experience with computers and associated software including MS Office applications; experience creating and maintaining complex spread sheets and developing presentations. Advanced grammar, proofreading and editing skills with emphasis on attention to detail.
  • Must be able to work effectively in a team environment with minimal supervision.
  • Effective interpersonal, verbal, and written communication skills necessary to effectively explain, present, direct, negotiate and influence others.
  • Ability to influence and build productive relationships with the aptitude to assume responsibility and make decisions with minimal guidance within a disciplinary team.
  • Ability and willingness to work effectively in a multidisciplinary engineering and science team environment.
  • Ability to work independently on highly involved projects with frequently changing variables and multiple factors that are not easily answered by standard procedures and ability to work a flexible schedule to accommodate protocol visits, briefings, and special meetings.
  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
  • Work schedule will be 4/10’s, Monday – Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: 60,777.60 - 91,166.40.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
