About COGCC:
The mission of the Colorado Oil and Gas Conservation Commission (COGCC) is to regulate the development and production of the natural resources of oil and gas in the state of Colorado in a manner that protects public health, safety, welfare, the environment and wildlife resources.

The purpose of this work unit is to ensure compliance with the Colorado Oil and Gas Commission (COGCC) rules, regulations, and orders relating to the Colorado Oil and Gas Act for protection of the public health, safety, welfare and the environment including wildlife resources. Specifically, the Environmental Unit administers the 900 and 1000 Series Rules, oversees operator response to spills and releases, and responds to and investigates complaints as further described below.

Description of Job

OPEN ONLY TO CURRENT RESIDENTS OF COLORADO
BASED OUT OF A HOME OFFICE IN SOUTHEAST COLORADO. This position will reside within the Work Area 210 as described on the Environmental Unit Operational Areas Map at the time of hiring.

Position Summary:
This position exists to provide regulatory oversight of oil & gas operations in the northeast part of the state, specifically to ensure compliance with COGCC environmental rules ultimately to protect public health, safety, welfare, wildlife and the environment. The position processes spill reports and provides oversight to oil & gas operators on appropriate cleanup of spills, submittal of appropriate remediation plans to meet cleanup standards and achieve final closure. The position requires performing field inspections to verify spills are cleaned up appropriately and to ensure remediation plans are implemented according to approved work plans. This position provides rapid response to investigation of complaints alleging impacts to public health, safety, welfare, and the environment; provides operational level technical support in the permitting, inspection, review, and remediation of oil, gas, and injection wells, and exploration and production (E&P) waste management facilities. This position also exists to perform investigations to establish baseline conditions and to document site conditions including evidence of impacts from oil and gas activities. These investigations include preparing work plans, collecting samples for laboratory analysis, collecting field data, making scientific observations, interpreting analytical results, compiling data, preparing comprehensive reports, making presentations, and providing testimony at hearings. The position also works with procurement to hire 3rd party consultants and experts to assist investigations. The position is also responsible for initiating and supporting enforcement actions through detailed documentation presented in field inspection reports, complaint investigations and environmental assessments. This position also provides input on proposed rulemaking and develops guidance documents, forms and training to implement new rules.

Primary duties include but not limited to the following:
Evaluation of spill Clean-up and Environmental Site Investigation
  • Evaluate spill reports and remedial action plans developed by operators and their third party contractors that involve the remediation of impacted ground water, surface water and soil.
  • Apply appropriate conditions of approval to remediation plans to verify appropriate implementation in a manner protective of public health, safety, welfare, the environment and wildlife resources.
  • Evaluate remediation, closure, and reclamation plans for E&P waste management facilities, such as pits, centralized waste management facilities, land application sites.
  • Perform field inspections to document progress and completion of spill cleanup and remediation actions and to verify appropriate management of E&P waste.
  • Plan, develop, and carry out remedial action plans and estimates fiscal and labor requirements for remediation’s conducted by the COGCC using Fund 170 money.
Complaint Response
  • Interview complainants, nearby residents, and operators.
  • Interview and work with representatives of state, local, or federal agencies.
  • Responding to complaints by deciding a plan of action, the developing plans to investigate and resolve.
  • Collect samples of ground water, surface water, gas, oil, condensate, or other potentially impacted media for chemical and isotopic analysis.
  • Use various meters to perform field screening and making visual and olfactory observations about and documenting the existing conditions at a site, including domestic water wells, surface water, springs, soil, O&G wells, tank batteries, pits, and other E&P waste management facilities.
  • Evaluate the observations and analytical results to determine whether the alleged impacts or other impacts from O&G operations have occurred.
  • Use Fund 170 moneys to hire appropriate third party contractors to assist in collecting and analyzing samples, and evaluating and interpreting data.
  • Write scientific and technical reports that document the analytical results and the evaluation of all of the collected data, which requires excellent writing skills, determining the best format in which to present analytical results, creating maps, charts, and graphs, using scientific and mathematical software such as Excel, Access, PC-GPS, Rockware.
  • Communicate clearly and concisely both in writing and verbally with complainants, operators, other interested parties, other COGCC staff, and the Commission.
  • Serve as a resource to complainants by helping them understand COGCC Rules and Regulations and the applicable laws, and helping them use the COGCC complaint process.
  • Initiate and providing technical support for, and determining the appropriate level for enforcement actions.
Fund 170 Project Proposal & Management
  • Propose appropriate projects to management for the expenditure of Fund 170 moneys that establish baseline ground water, surface water, soil, gas seep, and vegetation conditions, and track and document changes, if any, to these media that result from O&G activities.
  • Develop detailed work plans, procures necessary services and commodities, implements or manages the implementation of the work plan, including tracking costs, approving invoices, and ensuring that projects precede in compliance with state procurement rules.
  • Conduct public meetings to disseminate information to interested parties, local, state, and federal agencies.
  • Make presentations to the COGCC Commission regarding the status of the projects and the results and conclusions.
Facility Inspection & Permit Evaluation
  • Conduct the technical review of, determines conditions of approval on a site-specific basis for, and approves applications for permits for E&P waste management facilities.
  • Assist when needed the review of applications for permits to drill and oil and gas location assessments in regard to environmental impact reduction. Conducts inspections to ensure compliance with applicable environmental rules and regulations and to ensure that impacts to public health, safety, welfare, the environment and wildlife resources are not occurring as a result of the operations at these facilities.
  • Collect samples of ground water, surface water, soil and soil gas for laboratory analysis to determine both violations and compliance.
  • Initiate and provide technical support for enforcement actions and determines appropriate level of enforcement.
Other Technical Support
  • Provide other technical support and work functions required by the Environmental Unit.
  • Include providing technical knowledge and guidance to the regulated community on implementation and applicability of COGCC Rules.
  • Work with local governmental agencies to provide information to public on oil and gas operations, practices and procedures, and COGCC Rules, orders, and policies.
  • Perform support and research when required to support updates and changes to COGCC rules.
  • Create guidance documents and training internally and externally.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:
Graduation from an accredited college or university with a bachelor's degree in Geology, Geological Engineering, Hydrogeology, Environmental Sciences or a closely related field,

AND

Two (2) years of professional work experience with oil and gas drilling and production field operations or exploration and production waste management; performing environmental assessments at oil, gas, and injection well sites and facilities; designing, evaluating, and implementing remediation plans for soil and ground water contamination due to oil and gas or similar operations; and/or monitoring remediation activities and evaluating results at hydrocarbon, produced water or other remediation sites.

Substitutions:
  • Work experience demonstrating competencies equivalent to the competencies learned through completion of the required education may substitute for the education on a year by year basis.
  • Additional appropriate education will substitute for the required experience on a year-for-year basis.

  • Excellent verbal and written communication skills
