Responsibilities:
The Property Specialist II will report to the Supervisor II of the Warehouse Operations & Property Control Group of the Asset & Material Management (AMM) Division to support department deliverables, metrics, personal property management, NNSA self-assessment reporting and various other commitments to ensure milestones are met. The daily reporting location will be at the Nevada National Security Site (NNSS) in Mercury, Nevada.

Key Responsibilities
  • Oversee assigned Property Center Representatives (PCR’s) at the NNSS to include assisting with data entry and pulling reports and act in the capacity of the PCR when required.
  • Coordinate and ensure physical inventories are conducted and completed on a timely basis to ensure valid records are continuously maintained.
  • Prepare shipping and movement documents.
  • Assist employees with day-to-day Asset and Material Management functions and resolve issues.
  • Participate and assists with the Property Management Walk-through and Self-Assessment Program
  • Participate in the materials protection program.
  • Maintain records of property status changes
  • Complete excess paperwork and coordinates disposal of material excess to Program needs.
  • Develop Individual Job Site Instructions for performance of all work within assigned area.
  • Provide balanced score data for trending and reporting.
  • Participate on the MSTS 5S and ION team projects.
  • Provide weekly status on assigned projects in the weekly Property Control Tier meetings.
  • Support the AMM Department “Must Do List” projects.
  • Implement “Best Practices” for operations.
  • Perform related work as assigned by supervisor/manager.
Qualifications:
  • Bachelor’s degree or equivalent training and experience with at least 2 years relevant, progressively responsible experience.
  • National Property Manager Association, Professional Property Specialist certification, desirable.
  • Experience and proficiency with property management, procurement, inventory, or excess systems.
  • Must be able to work independently without direct supervision to execute and monitor work assignments and meet established deadlines.
  • Ability to use relevant information and individual judgment to determine whether events or processes comply with policies, procedures, governmental laws, rules, and regulations, or standards.
  • Must be able to work independently, possess initiative, and follow through with all decisions and assignments.
  • Must be able to enforce property control procedures.
  • Good working knowledge and experience with database systems, inventory management software, materials requirements planning logistics, spreadsheet software, and skill in the operation of computer systems, related software, and barcode readers.
  • Ability to analyze information and evaluate results to choose the best solution and solve problems.
  • Ability to manage multiple tasks and communicate in a professional, positive manner with all levels of employees and management.
  • The primary work location will be at the Nevada National Security Site (NNSS) in Mercury, NV (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $60,777.60- $91,166.40.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
