The City of San Clemente takes great pride in our beach community. We strive to protect, preserve, and enhance the environment for current and future generations of San Clemente residents. We are seeking a qualified individual to oversee the environmental and recycling programs provided by the City; to perform a wide variety of responsible and complex administrative and analytical duties; and to provide information and assistance to the public regarding the assigned programs and services.

This is a single position classification. The position has full supervisorial responsibility over lower level staff. The position performs difficult and responsible duties in support of the City's environmental and recycling programs.

Receives direction from a manager.
Exercises full supervision over professional, technical and clerical staff.

Essential Functions

Essential responsibilities and duties include, but are not limited to, the following:


  • Assume direct responsibility for monitoring and administering the City's environmental programs and services, including the City's recycling and water quality code compliance efforts; assist in developing goals and objectives, implement and administer policies and procedures.
  • Supervise, assign and review the work of lower level staff; provide or coordinate staff training; participate in the evaluation and recommendation of employee performance and discipline.
  • Develop and implement operational, administrative, program and other policies and procedures,.
  • Direct the preparation and administration of assigned budget(s); maintain and monitor appropriate budgeting controls; prepare various financial reports as required.
  • Collect, compile, and analyze complex information from various sources on a variety of specialized topics related to assigned programs; prepare reports which present and interpret data, and identify alternatives, make and justify recommendations.
  • Participate in special projects including complex research of new programs and services, budget analysis and preparation and feasibility analyses; prepare and present reports.
  • Assist in the preparation of ordinances and other supporting program documents; prepare and monitor program grants and related proposals; monitor compliance with applicable contractual agreements.
  • May participate in the recording and tracking of legislation in support of various programs in area of work assigned.
  • Coordinate with other departments, divisions and outside agencies; provide referral and resource information.
  • Serve as a liaison with public and private organizations, community groups and other organizations.
  • Receive and respond to complaints and questions from the general public; review problems and recommend corrective actions; prepare summary reports as required.
  • Participate in various committees; attend and participate in professional group meetings; stay abreast of new developments in public administration.
  • Perform related duties as required.

Minimum Qualifications & The Ideal Candidate

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Four years of increasingly responsible administrative and analytical experience preferably with a local government environment.

Training:
Equivalent to a Bachelor's degree from an accredited college or university with major coursework in public administration, business administration or a related field, A Master's degree is desirable.

License:
Must possess a valid Class C California driver's license.

Knowledge of
:
  • Environmental programs and services, including recycling and code compliance.
  • Methods of research, program analysis, and report preparation.
  • Principles of lead supervision and training.
  • Principles and practices of budget administration.
  • Principles and practices of development.
  • Public relations techniques.
  • English usage, spelling, grammar and punctuation.
  • Modern office procedures, methods including computer software and hardware.
  • Federal, State and local laws, codes and regulations.

  • Perform complex administrative and analytical activities for assigned programs.

  • Understand the organization and operation of the assigned department and outside agencies as necessary to assume assigned responsibilities.

  • Research, analyze, and evaluate programs, policies, and procedures.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Prepare clear and concise reports.
  • Research and prepare effective grant proposals.
  • Independently prepare correspondence and memoranda.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.
  • Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.

WORKING CONDITIONS

Environmental Conditions:
Primarily office environment.

Physical Conditions:

Maintain physical condition necessary for sitting for prolonged period of time at a computer display terminal. Incumbents must be able to drive to different locations and must be able to walk, twist, bend and traverse over uneven pavement and areas.

The City of San Clemente provides excellent benefits which include:

FLEXIBLE WORK SCHEDULE – Most positions work a 9/80 work schedule.

HOLIDAYS – The City presently recognizes 12 regular holidays, plus two floating holidays.

VACATION – Employees accumulate vacation at the rate of 120 hours per year increasing to a maximum of 180 hours based on years of service.

ADMINISTRATIVE LEAVE – Employees in this position are granted 64 hours per year.

SICK LEAVE - Accrual of 8 hours per month.

INSURANCE – The City provides a comprehensive benefit package including employee medical, dental, vision, short-term, and long-term disability insurance.

LIFE INSURANCE – Value equal to two times annual earnings up to a maximum of $200,000.

DEFERRED COMPENSATION – Employees may defer up to a maximum of $18,000 annually.

RETIREMENT – The City of San Clemente is a member of the California Public Employees' Retirement System (CalPERS), and is subject to the Public Employees' Pension Reform Act (PEPRA). The retirement formula for new employees is based on the category below that the new employee falls under. Employee contribution rates will be determined by the employee's classification and requirements under PEPRA.
NOTE: The City is also a member of the Social Security system. As such, Full Time employees make contributions to Social Security in addition to their CalPERS contributions.


Classic Member:

Retirement Formula: 2% @ 55
Definition:
CalPERS refers to all members that do not fit within the PEPRA definition of a "new member" as "classic members" who are subject to the Public Employees' Retirement Law (PERL). PEPRA allows a member after January 1, 2013, to retain his/her classic member retirement benefit status if the member continues his/her membership in all previous California Public Retirement System(s) by leaving his/her service credit and contributions (if any) on deposit, and the member enters into employment that results in CalPERS membership within six months of separating from the most recent California Public Retirement System. Classic member status also requires the membership date to be on or before December 31, 2012, in a California Public Retirement System in which reciprocity is established.
New Member:
Retirement Formula: 2% @ 62
Definition: A new member is defined in PEPRA as any of the following:
  • A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, who has no prior membership in any California Public Retirement System.
  • A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, who has a break in service of greater than six months with another California Public Retirement System that is subject to Reciprocity.
  • A member who first established CalPERS membership prior to January 1, 2013, who is rehired by a different CalPERS employer after a break in service of greater than six months.
