Minimum Qualifications:
Bachelor's Degree in Business, Information Technology, Information Systems, Computer Science or a related field required; supplemented by four years of project management; and 2 years of program management experience. Strong communication and collaboration skills. Strong track record of on-time, on-budget and to-specification delivery of projects and programs. Ability to manage relationships and expectations with multiple internal business customers. Experience with managing project delivery work in industry standard project management tools (e.g. MS Project).
Specific License or Certification Required: PMP or PgMP certification preferred.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.


Example of Duties

Purpose of Classification:
The purpose of this classification is to ensure that Fulton County IT projects and programs are delivered on time, within budget and aligned with project delivery standards and IT strategies. The Portfolio Manager will also be responsible for managing the delivery of complex projects or multiple large-scale programs within their functional area.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Provides strategic program management by performing an initial program assessment from beginning to finalization. Define and establish, vision, mission,objectives, requirements and risks to ensure program alignment with the organizations strategic plan.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise. Develop program and project management standards and structure (governance, tools, finance, and reporting) using industry best practices and organizational standards in order to drive efficiency and consistency among projects and deliver program objectives.
Develops and maintains standards for project management: develops processes and procedures for department; develops and implements communication guidelines and procedures; utilizes established standards and guidelines to develop solutions; develops, coordinates and implements information technology strategic and operational plans; ensures adherence to all standards and guidelines.
Ensures all projects adhere to best practices and standards: develops and implements reporting mechanism to evaluate program effectiveness throughout the program. Evaluate, develops, and implements KPI (Key Performance Indicators) such as risk factors, finances, compliance, quality and safety. Ensures projects are in compliance with metrics; implements improvemens based on tracking methods and feedback from use departments and peers; conducts strategic planning with County departments regarding technology plans and future projects.
Manage program level issues such as human resource management, financial, technology and scheduling. Identify and select a course of action consistent with program scope, constraints, and objectives in order to achieve program benefits to include: training, coaching, mentoring and recognizing the team in order to improve team engagement and achieve commitment to the program's goals.
Develop the benefits realization plan and measurement criteria to establish the baseline for the program; and communicate to stakeholders, including sponsors. Develop a sustainment plan that identifies the processes, measures, metrics, and tools necessary for management of benefits after the completion of the program to ensure the continued realization of intended benefits. Maintain and update a benefit register and record program progress in order to report the benefit to stakeholders via the communications plan.
Ensure compliance to the IT security management guidelines of the specific operations and mechanisms needed to implement network security safeguards and controls in a wider range of network environments, providing a bridge between general IT security management issues and network security technical implementations.
Complete a program performance analysis report by comparing final values to planned values for scope, quality, cost, schedule, and resource data in order to determine program performance.
Operates or uses various equipment and supplies in order to complete work assignments: operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions. Create project documents, work plans; post & share information on employee portal; configure, test, and configure systems; remote troubleshooting of user systems as required and access or conduct virtual meetings. Utilize laptop computer for remote access to complete daily work tasks and applications and conduct meetings, training and presentations.
Communicates with County officials and department heads, supervisor, other employees, third party service contractors, external agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver, and/or control the actions of equipment, machinery, tools and/or materials requiring complex and/or rapid adjustments.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
