CCC’s is a LEAD Program Clackamas County seeking a Program Manager!

Schedule: Monday- Friday, 8:00am - 4:30pm.

The LEAD (Law Enforcement Assisted Diversion) Program Manager is responsible for the day-to-day supervision and coordination of the LEAD team. The LEAD Program Manager oversees one multi-disciplinary teams in Clackamas County. The LEAD team uses a harm reduction approach and provides comprehensive assessments, assists clients in developing a self-directed action plan, and provides street outreach, intensive case management, peer services, and service brokerage.
Duties will include:
  • Hire, coach, manage and supervise all LEAD staff members.
  • Ensure, with the Intake and Outreach Coordinator, that daily activities for enrolled clients are planned, implemented and coordinated with the team and that referrals are followed through in a timely manner.
  • Responsively support team members in establishing client crisis stabilization in a community setting.
  • Develop and maintain systems to ensure compliance with credentials and contractual stipulations, including oversight and management of the client records system.
  • Ensure that CCC policies, procedures and expected practices are implemented, maintained, and followed.
  • Provide and document supervision per month for each full-time staff supervised.
  • Complete annual performance reviews for all direct reports.
  • Implement corrective action plans when needed.
  • Participate in collaborative Operational Team meetings with partner agencies.
  • Collaborate with law enforcement, courts, and other agencies.
  • Engage in budget development for LEAD program with internal accounting partners, and externally with LEAD funders, and monitor budget performance to ensure fiscal stewardship and accurate financial reporting. budget performance for the LEAD program.
  • Review and appropriately identify level of follow-up needed with critical incident reports. Facilitate critical incident debriefings.
  • Represent Central City Concern and the LEAD program in the greater community.
  • Perform direct services to clients, including case management, assessments, and outreach activities as needed.
  • Identify and coordinate staff training needs and ensure the team remains committed to a harm reduction model.
  • Work cooperatively with SUDS Program Director, Director of Outreach, Screening and Outreach Coordinator, CCC Compliance Officer and Quality Manager to develop and maintain QI/UM plan and outcome data collection.
  • Plan and develop program initiatives and innovations.
  • Develop and implement policies with assistance from Director of Outreach.

Requirements:

  • LPC/LCSW with 120 hours of SUD CEUS OR CADC II required or ability to obtain within 6 months.
  • Demonstrated high level of expertise working with clients who have substance use disorders and mental health disorders required.
  • Experience working with outreach teams.
  • Must have a minimum two years supervisory experience.
  • Ability to adhere to Central City Concern’s drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Ace of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
  • Must possess a current driver’s license, pass a DMV background check and be designated an “acceptable” driver as outlined in Central City Concern’s Fleet Safety Policy. Must pass an initial drivers training within 60 days of being an approved driver and continued recertification training.
  • Must pass a pre-employment drug screen, TB test, and background check.
