The ideal candidate would possess the ability to interpret statistical data applicable to conservation programs; analyze issues and challenges as well as make sound independent judgment within established guidelines; communicate clearly and effectively, orally and in writing; prepare clear, concise, and accurate reports, correspondence, analytical studies, and other written materials; demonstrate exceptional interpersonal skills to establish professional relationships; possess the knowledge of multi-family, commercial, institutional, and industrial facilities and their water use; and have the knowledge of SNWA responsibilities and programs.

INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The candidate hired will be required to pass a drug screening, background check, and may be required to pass a job-related physical evaluation.
GENERAL PURPOSE
Under general supervision, implements and monitors programs to inform and educate the public and commercial, professional and government agencies about efficient water use and conservation; oversees and participates in the enforcement of water waste ordinances; represents the District on task forces and committees and in public meetings on conservation issues; and performs related duties as assigned.
DESIRED MINIMUM QUALIFICATIONS
Knowledge of:
Water conservation methods and techniques, including accepted industry practices in conducting water audits and the use of weather-related electronic equipment; principles, practices and techniques and products used by other agencies in water conservation programs; residential and commercial consumption patterns, interior plumbing fixtures, irrigation systems and basic landscaping techniques; basic statistical analysis and modeling techniques and supporting computer software packages; principles and practices of business communication; principles and practices of effective supervision.
Ability to:
Assemble and interpret statistical data applicable to water conservation programs; analyze issues and problems, develop alternatives and make sound, appropriate recommendations; exercise sound independent judgment within established guidelines; operate a computer and word processing, spreadsheet and graphics software in developing statistical analyses and preparing presentation materials; communicate clearly and effectively, orally and in writing; represent the District effectively in meetings; understand and follow written and oral instructions; prepare clear, concise and accurate reports, correspondence, analytical studies and other written materials; understand, interpret, explain and apply District and local laws, regulations and programs applicable to water conservation and water waste requirements; train others in work processes and procedures; exercise tact and diplomacy in dealing with sensitive customer issues and situations; maintain effective working relationships with those encountered in the course of the work.
Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with major course work in earth or plant sciences, marketing, journalism or a related field; and two years of progressively responsible professional experience in conservation and/or in informing and educating the public on public policy issues; or an equivalent combination of training and experience.
Licenses; Certificates; Special Requirements:
Certifications as a Landscape Irrigation Auditor and/or Irrigation Designer is desired but not required.
A valid Nevada driver’s license and ability to maintain insurability under the District’s Vehicle Insurance Policy.
