DEFINITION

HHS PROGRAM SERVICES COORDINATOR
Department of Health & Human Services

The Healthy Communities & WIC Division, located within the Public Health Branch, houses a wide variety of health promotion and chronic disease and injury prevention programs. The goal of public health is to protect and improve the health of all people in our community, especially the most marginalized and underserved populations. The majority of the division’s programs are grant funded, and the WIC HHS Program Services Coordinator plays a key role in maintaining program compliance, directing staff, and brainstorming innovative solutions for complex challenges in rural communities.

This position is responsible for a variety of duties, including;
  • Oversee the local WIC program
  • Primary liaison with the state (CDPH-WIC)
  • Responsible for administrative functions to keep the local program running and in compliance

DEFINITION

Under direction, plans, develops and implements specialized health and human services programs; manages the grant application and funding processes; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This class is responsible for the effective implementation of a single specialized public health, mental health, social service or related program or multiple routine programs in the Department of Health and Human Services. Responsibilities include developing program guidelines and plans, identifying and securing funding as appropriate, developing staffing and budget proposals and planning, assigning and reviewing the work of staff to implement the program. This class provides administrative direction for assigned programs while the Senior Program Manager has overall responsibility for a wide range of related and unrelated programs.

EXAMPLES OF DUTIES

  • Plans, develops and administers policies and procedures for a variety of health education, mental health and/or social service delivery programs.
  • Identifies sources of program funding; prepares grant applications; works with foundations and local funding sources to secure funding.
  • Develops annual and multi-year plans and budgets for assigned program(s).
  • Interprets state and federal regulations in relation to the programs and ensures compliance with them.
  • Conforms with administrative requirements to obtain and administer funding; administers and approves expenditure of funds; identifies necessary resources and prepares annual plans.
  • Participates in the hiring of assigned staff; recommending selection for management approval.
  • Evaluates employee performance, counsels employees and effectively recommends disciplinary action and other personnel decisions.
  • Oversees the distribution of informational and educational materials to program clients and agencies.
  • Makes presentations to community groups and organizations regarding programs, services and activities.
  • Attends various meetings, committees and conferences related to program goals and objectives.
  • Provides consultation to mental health providers, health care providers and other agencies regarding the specific program objectives and procedures.
  • Directs the maintenance of and/or maintains accurate records and files; prepares reports, correspondence, and a variety of written materials.

QUALIFICATIONS

Knowledge of:

  • Supervisory principles and practices, including work planning and evaluation and employee training and discipline.
  • Principles of program management, including budgeting and funding sources for governmental and human services programs.
  • Needs assessment techniques and principles of program evaluation.
  • Principles of community mental health and/or public health education and effective teaching methods.
  • Federal, state and local laws and regulations concerning public health.
  • Basic public health, mental health, and/or social work practices relevant to the specific nature of the program.
  • Terminology and basic concepts relevant to the program.
  • Principles of recordkeeping and report preparation.
Skill in :
  • Planning, assigning, supervising, reviewing and evaluating the work of staff.
  • Training staff in work procedures.
  • Utilizing community and governmental agency resources effectively to assists clients with health, mental health and other social needs.
  • Developing and implementing goals, objectives and schedules for staff.
  • Responding sensitively to the needs of people from a variety of socio-economic groups and cultures, including alternative lifestyles.
  • Exercising sound judgment and making appropriate recommendations and referrals.
  • Preparing clear, concise and complete documentation, reports, and other written correspondence.
  • Maintaining organized and accurate client and other records.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.

Other Requirements :
Must possess a valid California driver's license. Specific positions may require specific educational attainments or certifications depending on the nature of the program. Desirable Education and Experience: A typical way to obtain the knowledge and skills outlined above is: Equivalent to graduation from a four year college or university with major coursework in health, mental health, education, social services or a closely related field and two years of coordinating and directing a public health, mental health, or social service program, at least one year of which included responsibility for directing the work of other staff.

This is about the retirement benefits we offer. You’ve probably heard that we have a great retirement plan. Basically, you fall into a Tier based on the date you first start working for the County or any other governmental employer that uses CalPERS for retirement. If this is your first job in government, then you’ll be in Tier III. 2.0 means that for every year you work for the County, you will receive 2% of your final annual pay rate for every year that you work for us if you work the required minimum number of years (that’s called vesting) and retire after the age following the @. So, if you work 20 years and retire at 64 years of age, you will receive 20 x 2% or 40% of your final annual pay rate every year in retirement.

The County participates in the CalPERS retirement system, with both the County and the employee making contributions toward the employee’s retirement.
