Position Title: Junior Procurement/Contract Specialist

Position Reports to: Chief Financial Officer

Position Summary for a Junior Procurement Contract Specialist

  • This position is responsible for overseeing the procurement and contracting activities of the Tribal government operations. Essential duties include identifying suppliers of goods and services, negotiating terms and conditions with suppliers (such as price, quality of goods, deadlines, specifications, etc.), creating and tracking purchase orders and tallying these with supply requests and orders, ensuring timely and accurate outcomes, analyzing invoices to ensure accuracy of goods delivered and services rendered and working closely with the team members to understand details of procurement requirements.

Principal Duties and Responsibilities for a Junior Procurement Contract Specialist

  • Fundamental contracts, procurement and purchasing principles, and procedures, including.
  • Follow established methods and enhance and optimize procedures for purchasing of materials, supplies, equipment, and services.
  • Research and analyze goods and services; establish and maintain effective relationships with vendors, granting agency representatives, and Tribal government staff members.
  • Research and conduct comparisons on products, services, vendors; compare availability, quality and cost factors for department needs.
  • Review requisitions for completeness, accuracy, cost effectiveness and adherence to standards, codes and government policies and procedures.
  • Research, develop and maintain vendor product information lists, which include ongoing review of product information and current prices of commodities and services.
  • Perform routine market, total life cycle cost and value, price, and limited cost analysis.
  • Determine vendors from which purchases will be made and issue purchase orders; review standing purchase orders for renewal; review department blanket orders to insure low-cost emergency vendor service.
  • Prepare departmental request for proposal and/or bid; obtain bids by telephone, letter, personal contact, or formal bid procedures.
  • Compare and analyze quotations to determine qualified low bid.
  • Investigate complaints by departments and resolve delivery or other problems.
  • Other duties as assigned.

Qualifications & Skills for a Junior Procurement Contract Specialist

REQUIRED EDUCATION / CERTIFICATIONS:

  • Minimum of 3 years technical purchasing experience and training, which would include day-to-day requisition processing in securing Requests for Qualifications/Purchases (RFQ’s/RFP’s).
  • Associates Degree and/ or equivalent work experience. Bachelor’s degree preferred (Business Administration, Economics, Government Public Services, a plus).

EXPERIENCE / QUALIFICATIONS / SKILLS

  • Federal Acquisition Regulations (FAR) knowledge and experience preferred.
  • Experience with negotiated and sealed bid procurements, sole source contracting, IDIQ acquisition process and procedure, Davis-Bacon, firm fixed price and cost plus contracting desired.
  • Experience with OMB Circulars A-110, A-133 and Uniform Guidance preferred.
  • Strong negotiation, communication, analytical and organizational skills.
  • Excellent verbal, written and presentation communication skills.
  • Experience in modern office practices and procedures, including Excel and MS Office.
  • Basic business mathematics; terminology related to pricing, shipping and invoicing.
  • Elementary understanding of basic accounting preferred but not required.
  • Methods and procedures used in the preparation and presentation of written and oral reports relating to bids and contracts.
  • Fundamental methods and practices of purchasing/materials management.
  • Excellent interpersonal skills
