POSITION DESCRIPTION
Position: Procurement Manager
Supervisor: Facilities and Fleet Senior Manager
Location: Hybrid Remote

Hours: Monday – Friday; some evening and weekend work required
Starting Salary: $70,000 - $75,000/yr.

The critical position manages Transition Projects purchases and assures purchasing power to buy products and food at a great value. In addition, ensure Transition Projects sourcing capabilities and supply chain needs. You are responsible for strategizing and negotiating with suppliers and vendors to acquire the most cost-effective deals and to reduce procurement expenses. You will also manage the central warehouse where products are stored. COVID Vaccine Mandate: Transition Projects has a vaccine mandate. LOCATION SPECIFICS:

The position is mostly remote but does require the candidate to reside in the Portland area the full tenure of the position. The position is required to actively manage the agency warehouse located in Old Town and should plan to visit the site once a week. The candidate is required to attend virtually, or in-person meetings as directed by the Facilities and Fleet Senior Manager which can include full days in the office over a series of days. The first 30 business days requires working in the main office up to 4 full days a week to transition into the role, tour facilities and fleets, and understand operations

GENERAL RESPONSIBILITIES

  • Collaborate with agency leadership, prepare, and implement strategic long-range plans (three to five years), and forecast future capacity needs based on program or service delivery
  • Develop and manage department goals, objectives, policies, and procedures and hold team accountable
  • Participate in annual budget development for maintenance contracts, vehicles, equipment, materials, and supplies, monitors, and direct invoicing to the facilities and fleet senior manager for approval.
  • Demonstrate team and willingness with a “yes” spirit to take on other duties as assigned
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, and Access).
  • Manage Transition Projects’ large warehouse where products are stored and accessed by staff, including but not limited to, communicating with owner, managing the contract, assuring safety in partnership with the health and safety manager, and coordinating open shopping hours by program managers.
  • Operationalize the warehouse so that it operates efficiently.
  • Assist the health and safety manager, with needed supplies to support facilities in preparation or response to severe weather or natural disaster.
  • Collaborate with the volunteer coordinator to access supplies.
  • Respond to emergencies at the warehouse days, evening, weekends.

SPECIFIC RESPONSIBILITIES


  • Develop procurement strategies that are inventive and cost-effective
  • Source and engage reliable suppliers and vendors.
  • Negotiate with suppliers and vendors to secure advantageous terms.
  • Review existing contracts including leasing agreements with suppliers and vendors to ensure on-going feasibility / re-negotiate terms if needed.
  • Build and maintain long-term relationships with vendors and suppliers.
  • Direct the facility and fleet manager to approve purchase orders and organize and confirm delivery of goods and services.
  • Perform risk assessments on potential contracts and agreements.
  • Control the procurement budget and promote a culture of long-term saving on procurement costs.
  • Develop or integrate a project managed tool to support the tracking of shipments, inventory, and the supply of goods electronically.
  • Prepare quarterly procurement reports for the executive team.
  • Annually, decrease cost by 3-5%


MINIMUM QUALIFICATIONS

1. Bachelor’s degree in supply chain management, logistics, or business administration.
2. Experience using supply chain management software and tools, including Oracle, SAP Ariba, Envision, or Excel.
3. Possess a strong customer focus and the ability to work with internal and external stakeholders.
4. Ability to work independently, self-driven, set priorities, and see projects through to completion using a project management tool.

5. Proven experience managing supply chain operations.

6. Strong planning and organizational skills, including a keen attention to detail and the ability to juggle multiple tasks, work under pressure, and meet deadlines

7. Work collaboratively with others to meet shared objectives, establish credibility and influence others


PREFERRED QUALIFICATIONS:

1. Familiarity with affordable housing or permanent supportive housing.

2. Familiarity with homeless services and congregate or shelter services.

3. Familiarity with Joint Office of Homeless Services Department Director (JOHS) the housing provider for Multnomah.

4. Familiarity with congregate shelter facility management.

5. Familiar with master lease to support housing of the unhoused / negotiate rates with landlords.

6. Experience with contracts and securing real estate (rent or own).

7. Experience or skills in leadership or management positions.
