I. JOB OVERVIEW

Job Description Summary:
Procure-To-Pay Shared Services department is responsible for both the university as well as the Medical Faculty Associates (MFA) procurement of goods and services. It accomplishes this by offering multiple methods of purchasing items via the iBuy+ system, electronic requisitioning, or use of a P-Card. The department also is responsible for supplier registration, travel, payables, and expense reimbursements through Concur. Our goal is to serve the faculty, staff, and students of these organizations by facilitating the timely acquisition of goods and services to meet needs and do so at a competitive price. The Procurement Services team is responsible for ensuring the justification of the supplier selection and pricing meets the enterprise policies and the requirements of the sponsors for externally funded procurement actions.

The Procurement Contracts Associate position is within Procure-To-Pay under the Vice President, Treasury. This position reports to the Manager, Procurement Contract Services, and provides contract review advice to the various schools and divisions of the enterprise. This position will conduct a detailed review of all types of legal contracts, agreements, and software licenses for completeness, accuracy, and conformity to standards.

The Procurement Contracts Associate will utilize the accepted contract management strategy to maintain related databases in conjunction with other departments consistent with Procure-To-Pay processes and strategies to enhance supplier performance and reduce risk.
Specific responsibilities include:
  • Review and familiarity of different healthcare related legal documents (e.g. Business Associate Agreement (BAA)
  • Audit all intake and incoming agreement review requests for completeness and ensures all required documentation is provided; Documenting business outcomes and connects agreement terms to outcomes and requirements; Coordinates vendor sourcing and contract negotiations with the P2P team, general counsel, and other subject matter expert reviewers such as Risk, Tax and IT.
  • Prepares, proofs and routes contracts packets, ensuring adherence to policy; Monitoring and tracking contracts from submission through to close out and prepares reports on agreement health and status; Builds final contract packets with all supporting documents and approvals attached for final signatures;
  • Compose necessary documentation.
  • Provides summary to assigned Buyer /POC prior to it being assigned for review
  • Ensures ratified agreements are obtained and placed in contract repository to monitor renewal dates and prepare to report on status and health
  • Supports Procurement in providing informational sessions to new staff and periodical updates when needed.

The position is Hybrid based at GW’s Virginia Science & Technology Campus (VSTC) in Ashburn, VA. Travel may be required between the University’s other campuses and locations.

The incumbent may perform other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.

Minimum Qualifications:
Qualified candidates will hold a Bachelor’s degree in an appropriate area of specialization plus 2 years of relevant professional experience, or, a Master’s degree or higher in a relevant area of study. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

  • Extensive contract review and negotiation experience
  • Value based and Healthcare experience required
  • Strong attention to detail with demonstrated excellence in effective and efficient analytical skills
  • Possess working understanding of various contract types terms and conditions
  • Independent accountability in meeting deadlines and goals with minimal supervision (i.e. self-motivated, effective at prioritization, and willing to meet critical deadlines)
  • Proactive with strong personal initiative and inquisitive drive leading to problem resolution and accurate conclusions
  • Strong interpersonal skills underscored with courteousness, tactfulness, and professionalism.
  • Effective written and verbal communications skills; strong analytical skills; ability to work independently and exercise good judgment and discretion in handling difficult, complex issues; strong organizational and multi-tasking capability that produces accurate, detail-oriented work in a timely manner to meet stringent deadlines
  • Ability to work successfully in a cross functional team environment through facilitated group meetings and discussions
  • Superior assertiveness and diplomacy skills
  • Flexible constraint based negotiation experiences
  • Understanding of IT specific industry trends and impacts on service delivery
  • Asset, software management and ITSM tool experience, preferably Remedy ITSM, desired
  • Certifications in Contract Management and Auditing, ITIL, Asset Management, or Paralegal (desired)
  • Strong experience with MS Word & Excel required as well as Adobe Acrobat
