It is the duty of the East Bank Levee/East Jefferson Levee District Police Department to patrol and inspect the levees and floodwalls that surround Jefferson Parish and to check various gauges and flood structures to ensure the integrity of the levee system.

The Department also serves to protect lives and property, while also enforcing federal, state, and local laws through active mobile and/or foot patrols. Supervision is from a police official of a higher level, Police Captain A. The Police Lieutenant/Platoon Commander, supervises his/her respective watch (Police Sergeant -A, Police Officer 3-A and Police Officer 2-A.

The East Bank Levee/East Jefferson Levee District Police Department jurisdictional area falls under the umbrella of the Southeast Louisiana Flood Protection Authority-East (SLFPA-E) and includes the entire parish of Jefferson on the East Bank. Specific duties include, but are not limited to the following:

Personnel Management/Supervision 55%
  • Supervise a platoon of police officers consisting of a Sergeant, several police officers and a police dispatcher.
  • Monitor the Sergeant to ensure assignments are given out and that inspection of police officers is done.
  • Serve as the highest-ranking officer on the platoon. Maintain radio contact with all officers and respond to incidents as needed.
  • Monitor and coordinate leave usage to ensure that there is no leave abuse. When necessary the Lieutenant will approve leave.
  • Prepare special reports on major incidents occurring on assigned shift.
  • Conduct the performance planning and review for the Sergeant.
  • Review the investigation of all complaints against police officers prepared by the Sergeant and makes recommendations for disciplinary action if needed.
  • Serve in the absence of the Police Captain in the event the Captain is on extended leave.

Law Enforcement 35%
  • Ensure enforcement of municipal, state and federal statutes. Coordinate the handling of various law enforcement activities. These include the supervision of arrests along with the preservation of evidence. Report to the scene of all major incidents to ensure the incident is handled correctly and, if necessary, that outside agencies are contacted.
  • Ensure the integrity of the flood protection system is secured. Physically check the area to ensure that police officers are in the areas they are calling out to the dispatcher.
  • Research potential or current problem areas and offer possible solutions to the Captain.
  • The Lieutenant is responsible for dealing with various outside agencies. These agencies could include but not be limited to other Police Departments, U. S. Secret Service, Drug Enforcement Agency, Wildlife and Fisheries, U. S. Coast Guard and U.S. Customs.
  • In times of weather-related emergencies, it is the responsibility of the Lieutenant to call in extra officers and assign them where they are needed. Also, the Lieutenant may have to stay extended hours until the emergency is under control.

Training Coordination and Equipment Maintenance 10%
  • Review activities of officers and recommend training when warranted. Coordinate with the training officer to arrange training schedules.
  • Review equipment maintenance reports to ensure that all vehicles are up to date on necessary maintenance. Ensure that every member of the platoon is in compliance with personal training that the P.O.S.T. Council requires.

NOTE: In emergency situations (hurricanes, flood conditions, or other warranting situations), the incumbent must report for duty as assigned and shall remain on duty until specifically released by the proper authority or until such emergency conditions subside. At such times the incumbent may be required to perform any and all activities required to alleviate the situation, e.g. lifting and placing sandbags, securing facilities, placing barricades, directing traffic, etc.

PHYSICAL REQUIREMENTS: Incumbents must be able to safely and efficiently operate all police vehicles and equipment, and must be able to lift, throw, and place 40-50-pound sandbags during emergencies and disasters.

OTHER REQUIREMENTS: Incumbents must be assessed by a certified psychologist as suited for law enforcement duties. Incumbents must possess and maintain a valid driver’s license and must be able to acquire and maintain police commission from the Louisiana Department of Public Safety. Incumbents must be POST certified, i.e., must have completed all requirements under law as prescribed by the Peace Officer Standards of Training (POST) Council Academy before the end of the probationary period.

Qualifications

MINIMUM QUALIFICATIONS:

Four years of experience in law enforcement work.
SUBSTITUTIONS:
College training will substitute for a maximum of two years of the required experience on the basis of thirty semester hours for one year of experience.
NECESSARY SPECIAL REQUIREMENT:
Must have attained eighteenth birthday at time of appointment.
An applicant who has been convicted of a felony or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted.
May be required to possess a valid Louisiana driver's license at time of appointment.
For some positions, evidence of POST certification must be submitted at the time of the application.
May be required to qualify annually with a firearm.
For some positions, applicant must be eligible for bond.
NOTE:
All classified jobs in State service with police officer and wildlife enforcement titles qualify as law enforcement.
Jobs outside State service that will qualify as law enforcement are those performed while commissioned with the power of arrest.
Military police in the armed services are law enforcement; security/guard duty is NOT qualifying.
NOTE:
Any college hours or degree must be from an accredited college or university.
