Hourly $46.20 - $58.96

Monthly $8,008.00 - $10,220.46

Annual $96,096.00 - $122,653.86

The City of California City California City is located in Kern County, California. It is 100 miles north of the City of Los Angeles and has a population of just over 14,000. POSITION SUMMARY

Under the general direction of the City Manager, plans, organizes, provides administrative direction and oversight for and participates in all community development functions and activities, which include zoning, current and advanced planning, permitting, and building construction. Provides expert professional assistance to city management staff in areas of expertise; fosters cooperative working relationships with intergovernmental and regulatory agencies and various public and private groups; and performs related work as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following are the duties performed by an employee in this classification. However, this job specification is intended to identify essential functions and requirements of the job and should not be considered all-inclusive.

· Supervise the Planning and Building division staff.

· Review planning permit applications

· Directs and provide guidance in the areas of land use, environmental review, zoning, building and cannabis industrial development.

· Develops and directs the implementation of goals, objectives, policies, procedures.

· Oversees and participates in all City long and short-range planning activities, ensures that residential, commercial, industrial and related development conforms with the City goals and objectives.

· Confer with developers, architects, engineers and other regarding building code and ordinance requirements.

· Prepares and administers the department’s budget.

· Plans, organizes, administers, reviews and evaluates the work of professional, technical and office support staff.

· Provides for the selection, training, professional development and work evaluation of department staff; authorizes discipline as required; provides policy and procedural guidance and interpretation to staff.

· Contributes to the overall quality of the department’s service by developing, reviewing and implementing policies, ordinances and procedures to meet legal requirements and City needs.

· Personally, handles the more difficult, controversial or sensitive planning projects for the City.

· Confers with and represents the department and the City in meetings with members of the City Council, Planning Commission, members of other boards and commissions, various governmental agencies, developers, contractors, business and industrial groups and the public.

· Provides staff assistance, professional assistance and assist with the preparation of meeting agendas for the Planning Commission.

· Oversees building inspection and permitting activities, whether performed by City staff or contracted workers.

· Prepares and directs the preparation of a variety of written correspondence, reports, procedures, building plans, ordinances and other written materials.

· Maintains and directs the maintenance of working and official departmental files.

· Monitors changes in laws, regulations and technology that may affect the City’s operations;

· Implements policy and procedural changes as required.

MINIMUM QUALIFICATIONS

Knowledge of:

· Principles, practices and procedures related to the development and implementation of comprehensive planning, zoning, and building inspection and permitting.

· Administrative principles and practices, including goal setting, program development, implementation and evaluation and supervision of staff, either directly or through subordinate levels of supervision.

· Principles and practices of Municipal budget development, administration and accountability.

· Computer applications and software programs related to planning and development.

· Applicable California laws, codes and regulations in all areas of planning, development, building, zoning, CEQA and cannabis.

· Techniques for effectively representing the City in contacts with governmental agencies, community groups and various business, professional, educational, regulatory and legislative organizations.

· Preparing and making presentations to various organizations and City representatives.

· Techniques for dealing with a variety of individuals from all cultural and ethnic backgrounds.

· Developing, planning, organizing, administering, coordinating, reviewing and evaluating a planning, zoning, building permitting, inspection, and cannabis programs for a developing community.

· Selecting, training, motivating and evaluating the work of staff.

· Providing for the training and professional development of staff.

· Developing and implementing goals, objectives, policies, procedures, work standards and internal controls for the department.

· Interpreting, applying and explaining complex laws, codes, regulations and ordinances to all levels of management, staff, public, Council and Commissions.

· Effectively representing the department and the City in meetings with governmental agencies, community groups and various business, professional, educational, regulatory and legislative organizations.

· Preparing clear and concise reports, correspondence, policies, procedures and other written materials.

· Using tact, initiative, prudence and independent judgment within general policy and legal guidelines.

· Establishing and maintaining effective working relationships with those contacted in the course of the work.

Ability to:

  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals
  • Synthesize complex ideas and information into well-organized, clear, concise, and accurate documents such as reports and correspondence
  • Prepare clear and concise administrative and financial reports
  • Prepare and monitor department budget.
  • Interpret, apply, and explain laws, rules, regulations, policies, and procedures related to assigned areas.
  • Plan, organize, direct, and coordinate the work of staff
  • Select, supervise, mentor, reward, discipline, counsel, motivate, and train assigned staff
  • Develop and administer goals, objectives, and procedures within assigned areas and city-wide
  • Communicate clearly and concisely, both orally and in writing
  • Lead and manage assigned staff through change
  • Use strong interpersonal skills to establish and maintain effective working relationships with all levels of personnel, the City Council, other agencies, and the public
  • Administer projects, as part of a team or as project lead
  • Use work-related computer applications such as word processing, spreadsheets, finance content management systems, and other applicable programs
  • Lead, oversee, and coordinate work activities and ensure staff complete responsibilities timely and accurately

EDUCATION AND EXPERIENCE

· Graduation from an accredited college or university with major coursework in planning, land use, urban development, political science, environmental design, building, public administration, or a closely related field.

· At least five (5) years of progressively responsible experience in planning, community development, building and safety or similar field and at least three (3) years of which were in a supervisory or management capacity, preferably in a public agency or governmental setting.

ESSENTIAL PHYSICAL REQUIREMENTS:

· Frequent: Speak clearly and correctly, sit, hear, handle, climb.

· Visual acuity (near, less than 20 inches).

WORKING CONDITIONS:

· Incumbent will primarily work in an office environment.

· Incumbent may be required to work weekends, special events, on-call, or outside of normal work schedule.

· Incumbents who drive on City business to carry out job-related duties must possess a valid California driver's license upon hire for the class of vehicle driven and meet automobile insurability requirements of the City.

· Must successfully complete a pre-employment physical, drug test and criminal background report.

BENEFITS The City participates in the CalPERS retirement plan: 2% @ 62 for PEPRA members and 2% at 60 for classic members (employee pays employee portion). The City does not participate in Social Security. The City offers competitive vacation and other annual leaves and a $950 to $1,500 cafeteria benefit payable toward City offered health, dental, and vision insurance plans.
