An employee in the class directs a department with oversight for functions such as land use planning, historic preservation, zoning and nuisance code enforcement, subdivision and development review and oversight, annexation, and various public input processes. Work involves both short and long-range planning and on-going and special projects to ensure guidance and regulation of growth and development of the Village. Work includes oversight of building code inspections for building, electrical, mechanical, and plumbing trades. Work involves conducting studies, performing planning duties, providing managerial and administrative guidance to the department and supervising the staff of professional planners, zoning and code compliance officials, building inspectors, and support staff. Work requires extensive public contact and work with public input process, and requires coordination with other departments, boards, and commissions. The role also includes developing and maintaining an effective working relationship with the Village’s business and commercial community. Work is performed under the general supervision of the Village Manager and is evaluated through conferences, review of work results obtained, and management of and administrative adherence to the Village's plans, programs, and ordinances.

Typical Duties and Responsibilities

  • Develops, coordinates, and directs a variety of special and continuing plans related to the growth, development, and redevelopment of the Village; balances various local concerns for current and long-range planning efforts.
  • Supervises and coordinates activities of staff; hires, trains, mentors, motivates, and conducts employee performance evaluations; develops and administers department’s annual budget.
  • Oversees and participates in comprehensive planning elements relating to a broad spectrum of social, economic, infrastructure, and transportation concerns including land use, zoning, and environmental impact.
  • Creates and updates long-range planning documents such as the Long Range Comprehensive Plan; prepares modifications for Board and Village Council approval.
  • Represents the Village on the Triangle Area Rural Planning Organization Technical Coordinating Committee (RTCC) and routinely attends meetings of the RTCC as well as the Moore County Transportation Committee.
  • Directs enforcement of zoning and municipal nuisance regulations and revisions to zoning and nuisance regulations.
  • Writes and provides research and input into the development of and revisions to various ordinances, policies and procedures for the Village and the department; advises the Village Manager and Council on related issues.
  • Oversees interpretation and review of Pinehurst Development Ordinance; serves as the project manager and technical advisor for larger projects.
  • Works with a variety of boards and acts as staff advisor, including Village Council, Planning and Zoning Board, Board of Adjustment, Historic Preservation Commission, , and other ad hoc advisory committees.
  • Researches, drafts, and makes recommendations to policies, programs, activities, processes, codes and procedures; works with Village Attorney to evaluate legal aspects of land use zoning and other land use regulations.
  • Oversees work of consultants, prepares requests for proposals and quotes, prepares quotes, prepares consulting contracts, and monitors consultant contracts and project budgets.
  • Researches, coordinates and prepares grant proposals for available government funding for various planning and development programs and projects administered by the Village; maintains files of grant sources and supporting data; holds public meetings to share information regarding Community Development Block Grants.
  • Participates in various forums including meetings and public hearings to explain options and recommendations on planning proposals; answers citizen and developer questions regarding planning and related issues.
  • Supervises the gathering and analysis of statistical and narrative data pertaining to population growth, land use and development; directs the preparation of maps, graphs and other illustrative material for presentation to elected officials, appointed boards, community groups and concerned citizens.
  • Coordinates planning activities with federal, state, municipal, regional and private agencies; serves on a variety of area committees and task forces to represent the Village and have input into issues.
  • Performs related duties as required.

Knowledge, Skills, and Abilities

  • Comprehensive knowledge of advanced principles and practices of planning, land use, and zoning related to long range planning, current planning, and the comprehensive planning process.
  • Thorough knowledge of the laws, regulations, policies and procedures related to land use planning and related issues and code enforcement areas such as zoning, rural and urban planning, and historic preservation.
  • Considerable knowledge of current literature and recent development and trends related to planning processes.
  • Considerable knowledge of management techniques and practices including supervisory principles, budget, and related administrative tasks.
  • General knowledge of GIS systems as they relate to planning needs.
  • Working knowledge of the laws and regulations in building inspections and local code enforcement.
  • Skill in building consensus, in collaborative problem-solving, and in conflict management.
  • Skill in the collection, analysis, and presentation of technical data and planning recommendations.
  • Skill in public speaking and making presentations to Council, Boards, Commissions, and other groups such as Homeowners Associations and community organizations.
  • Ability to direct the preparation of comprehensive reports and studies.
  • Ability to establish standards to promote good customer service and working relations with residents and the development community.
  • Ability to analyze planning problems, to determine the data required for their solution, and to make sound recommendations.
  • Ability to organize, coordinate, supervise, coach, and direct a group of subordinates involved in varied activities and to perform administrative functions such as budgeting and staffing.
  • Ability to establish and maintain effective working relationships with community groups, federal, state, county, regional, and Village officials, and the general public.
  • Ability to express ideas clearly and effectively in oral and written forms.

SAFETY:
This position requires enforcing and following all Village of Pinehurst and OSHA safety regulations.

Minimum and Preferred Qualifications

Graduation from a college or university with a degree in planning or related field, Master’s degree preferred, and extensive professional experience in public sector planning with considerable supervisory and administrative experience; or an equivalent combination of education and experience.


Possession of, or ability to obtain North Carolina Association of Zoning Officials (NCAZO) certification within 2 years of employment. AICP certification preferred. Residency within the Village of Pinehurst limits preferred.
