Arapahoe County's Public Works and Development Department is an American Public Works Association Accredited Agency, the first County in Colorado to obtain this status. Within the Department of Public Works and Development (PWD), we are seeking a Planner to join our team in the Planning Division. This position performs professional planning work, with primary focus on the current planning development review process. The position coordinates with the public, county departments, outside agencies, and developers when reviewing and making recommendations on complex development-related requests.

For recruitment purposes, this position is being posted as a Planner I or II. Candidates will be considered for the highest level for which they qualify. The salary range for a Planner I is $49,589 to $74,337. The salary range for a Planner II is $59,964 to $89,947. The anticipated hiring range is around the midpoint of the range for well-qualified applicants.

Duties

The primary responsibilities of a Planner are as follows, with the Planner II performing these functions with a higher degree of independence and for cases of a greater complexity than the Planner I.


  • Manages, reviews, analyzes, and processes a variety of land use applications, including site plans, rezoning requests, and subdivisions. Coordinates development proposals with applicants and consultants; tracks application chronology in project management software.
  • Analyzes land development requests for compliance with the Land Development Code, the Comprehensive Plan, design guidelines, and general planning principles. Collaborates with different referral agencies and addresses conflicts between agencies, applicants, and the public.
  • Prepares and presents recommendations to Planning Commission and the Board of County Commissioners.
  • Writes a variety of technical reports, agenda memoranda, public notices, and recommendations on planning issues for a variety of audiences.
  • Coordinates and conducts pre-submittal meetings for proposed development projects.
  • Responds to public requests for planning and zoning information.
  • Assists with or facilitates neighborhood meetings; attends evening meetings as needed.
  • Creates graphic materials to educate and inform the public and decision makers.
  • Conducts site inspections and other activities to ensure site development complies with permit requirements, site plan designs, and/or conditions of approval.
  • Participates in the revision of the Land Development Code and Comprehensive Plan documents.
  • Researches demographic, zoning, design, or other information.
  • Performs related duties as assigned.
Skills & Abilities:
  • Knowledge of modern principles and practices of zoning, subdivision, and urban and regional planning in a government setting.
  • Knowledge of and ability to interpret planning theories, principles, and practices, including site design, landscaping, architecture, and lighting.
  • Ability to manage multiple tasks and workloads with sensitive time constraints.
  • Ability to communicate effectively both orally and in writing.

Requirements

Education and Experience:


  • Bachelor's degree from an accredited college or university with major course work in Planning, Geography, Public Administration, or a closely related field is required.
  • Planner I requires at least two (2) years of relevant work experience, and Planner II requires at least three (3) years of relevant work experience.
  • Master's degree in Planning, Geography, Public Administration, or a closely related field is preferred and may be substituted for two years of required work experience if supplemented with relevant internship experience.
  • Certification through the American Institute of Certified Planners is preferred.
An equivalent combination of education and work experience that satisfy the requirements of the job may be considered.

Supplemental Information

Pre- and Post-Employment Additional Requirements:


  • Possession of a Colorado Class "R" driver's license or ability to obtain within two weeks of appointment.
  • Successful completion of pre-employment background and motor vehicle checks.

SUPPLEMENTAL INFORMATION

Work Environment:
  • Work is generally confined to a standard office environment with some site visits required and travel to other County office locations as needed.

Physical Demands:
The following are some of the physical demands commonly associated with this position.
  • Spends 75% of the time sitting and 25% of the time either standing or walking.
  • Occasionally lifts, carries, pulls or pushes up to 20 lbs.
  • Occasionally uses cart, dolly, or other equipment to carry in excess of 20 lbs.
  • Occasionally climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties.
  • Verbal and auditory capacity enabling constant interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions.
  • Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.
  • Visual capacity enabling constant use of computer or other work-related equipment.

Definitions:
Occasionally: Activity exists less than 1/3 of the time.
Frequently : Activity exists between 1/3 and 2/3 of the time.
Constantly : Activity exists more than 2/3 of the time.
