Salary Range : $38.84 - $50.49 / hourly; $80,787.20 - $105,019.20 / annually

Location: 1820 Roosevelt Blvd., Eugene
Must reside in the state of Oregon and be able to report onsite for work as needed in Eugene, OR to meet business needs.

Examples of Duties Performed - Duties may include but are not limited to the following

Conducts technical review of development plans to ensure proposed public infrastructure complies with applicable policies, procedures, regulations, and maintenance standards. Collaborates with operational and technical staff to evaluate project proposals.

For example:


  • Reviews plans for new green infrastructure projects within the right of way, such as stormwater facilities and landscape medians, to ensure effectiveness, longevity, and maintainability.
  • Reviews land use applications for opportunities to improve public access to parks and open spaces.
Assists with capital park development projects, including construction of new parks and amenities or renovation of existing parks and amenities by managing project compliance with local, state, and federal regulations.

For example:
  • Determines need for permits from agencies including City of Eugene, Lane County, Oregon Division of State Lands, Army Corps of Engineers, and others.
  • Develops land use applications for park and trail development projects. Application types generally include land use permits, land divisions, and annexations.
  • Coordinates and applies for permits from various agencies for compliance with natural resource, wetland, cultural resource, and historic preservation regulations.
Plans and conducts analytical studies of program areas. Designs and proposes options or solutions to problems and coordinates implementation.

For example:
  • Researches options, develops recommendations, and implements a comprehensive park asset management system with other Parks and Open Space staff.
  • Researches and develops new park service level assessments through an equity lens.
Coordinates with Parks and Open Space staff, other City divisions and departments, outside agencies, committees, commissions, and the public.

Actively supports and works to improve diversity, equity, and inclusion in the workplace.

Performs other duties as assigned.

A typical way to obtain the knowledge and abilities would be:

Experience:


  • Two years professional related experience.
Training:
  • Equivalent to a Bachelor’s degree from an accredited college or university in urban and regional planning, landscape architecture, engineering, environmental science, liberal arts, or other related field.
The Ideal Candidate will possess the following knowledge, skills, and abilities:

Knowledge of:
  • Basic principles and practices of planning and development, urban ecology, and/or stormwater management.
  • Methods and techniques of effective technical report preparation.
  • A range of current computer software programs such as Word, Excel, Outlook, and Adobe Acrobat. Preference for experience with Geographic Information System (GIS) platforms such as ESRI’s ArcGIS Online.
  • Preference for land use planning experience.
Ability to:
  • Establish and maintain cooperative and collaborative working relationships.
  • Communicate clearly and concisely, both orally and in writing.
  • Read, interpret, and comment on development plans and construction documents.
  • Learn and interpret relevant land use codes and other applicable City, State and Federal laws and regulations.
  • Analyze problems, identify alternative solutions, anticipate consequences of proposed actions, and implement recommendations.
  • Work independently and make appropriate decisions regarding assigned duties; plan, prioritize, and schedule time effectively; track progress of multiple projects.

What to Expect from our Selection Process: Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required. Some positions also require applicants to have a psychological evaluation and/or physical examination and a drug test prior to employment. Salary and Benefits
The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
