Description of Job

Work Unit

The SIP Technical Development Unit (Unit) consists of work units performing specialized planning and coordination work for the development and submission of regulatory plans and programs (State Implementation Plans) and supporting technical information for criteria pollutants and Regional Haze to the U.S. Environmental Protection Agency (EPA) as set forth in the Clean Air Act. The Program provides technical information, media information, and educational material to the public to encourage the further development of air quality programs to address current and emerging issues and coordinates the daily air pollution advisory program.

Job Description
Ozone SIP Unit Supervisor
  • This position supervises the work conducted by the Ozone SIP Unit. Specifically, this position serves as the first line supervisor to four full time employees.
  • This position assigns tasks, monitors progress and work flow, checks the product for timeliness and correctness or soundness, establishes work standards, schedules work, including signing leave requests and approving work hours, and provides input into the second level supervisor’s actions.
  • This position provides policy advice, technical analysis, and regulatory interpretive assistance to the Division.
  • This position develops and recommends emission reduction strategies and specific courses of action based upon policy analysis and overall program objectives including: coordinating completion of relevant emissions inventories and modeling.
  • This position provides technical assistance in support of rules and regulations being proposed for Air Quality Control Commission (AQCC) adoption, State Implementation Plans being submitted to the Environmental Protection Agency (EPA), and other plans and programs being implemented by the Division.
  • This position also coordinates with partner agencies such as the Regional Air Quality Council, metropolitan planning organizations, and the EPA.

Job Duties
Ozone SIP and Air Quality Plan Development and Advocacy
  • This position conducts the following activities under the guidance of the SIP Technical Development Unit Supervisor:
    • Oversees the preparation and review of materials to support the Ozone SIP and related inventory, monitoring, and modeling data
    • Studies air quality related data with theoretically-based methods from the fields of physics, mathematics, meteorology, engineering, chemistry, and statistics; conceptualizes solutions to air quality problems by using applied theory; formulates methods to compute solutions to problems; reports results and/or applies results as inputs in the solution of other problems. Air quality planning areas include criteria pollutants, greenhouse gasses, hazardous air pollutants, and visibility impairing pollutants.
    • Identifies data and data gaps and develops options to fill in data gaps, develops plans to meet necessary timelines, researches issues, establishes goals and objectives of the planning effort, develops emission estimation methods, develops and refining emission inventories, coordinates modeling work and interprets modeling data products, scopes innovative emission reduction strategies including pollution prevention and control for technological feasibility and cost effectiveness, and other direct and indirect impacts, documents these analyses, drafts Plans themselves, and advocates for the adoption and approval of air quality plans.
    • Coordinates with a variety of technical experts including within Colorado’s state agencies (CDPHE, CEO, CDOT, COGCC), other state agencies, the RAQC, EPA, local governments, transportation planning agencies, non-governmental organizations and environmental groups, industry and trade associations to recommend emission reduction strategies to be considered in air quality plans.
    • Advocates for the position of the Division before the AQCC and with the EPA
Supervision
  • Plan, prioritize, assign, analyze, and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards, deadlines for deliverables, and program goals and objectives. Establish work schedules, review and approve work time and absences using the automated system.
  • Develop work plans, make assignments, provide guidance, provide clear expectations, support, conduct performance management, and ensure personnel are successful in accomplishing their duties.
  • Resolve employee performance problems and issues, disputes, and informal (Step 1) grievances and issue corrective actions and initiate discipline as needed.
Communication and Partnership Development
  • Ensure program communications align with expectations as communicated by management, including being accurate, understandable, focused on environmental and public health outcomes, and person-centered.
  • Communicate regarding Unit operations with staff, leadership and other department partners; engage in department, division, and program meetings to ensure coordination; ensure management and leadership are informed of key events, federal, state and local regulatory and policy efforts in a timely manner; appropriately and professional elevate issues to management and leadership to ensure they are informed and prepared before an action escalates.
  • Represent the Unit, Program, Division, and Department in federal, state, local and community efforts including workgroups, coalitions, and standing committees.
  • Communicate about a wide range of air quality issues with a divergent set of stakeholders.
  • Build partnerships with local governments, NGO’s, community organizations, the RAQC, EPA and other stakeholders in order to develop effective and efficient air quality regulations.
  • Develop or oversee the development of strong oral and written communications that demonstrate an understanding of the purpose of the communication, the intended audience and utilize different modes of communication (informative, instructive, business and persuasive) in a variety of settings such as performance reporting, mandated reports, inspection reports, regulations or policies, guidance and compliance assistance, and communications for communities and individual consumers.
  • Other Duties as Assigned
    • Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

To be considered for this position, you must meet one of the following options for consideration.

Option 1

Nine (9) years of Professional level experience which included environmental, regulatory, project management, or consulting experience which included engineering and/or permitting related to environmental protection which provided the same kind, amount and level of knowledge acquired in the required education may substitute for the degree on a year-for year basis.

Option 2

Bachelor of Science degree from an accredited institution in engineering, chemistry, biology, environmental science, environmental policy or law or studies or related fields.

AND

Five (5) years of professional level environmental air pollution control experience which included engineering and/or permitting

Option 3

An advanced (Master’s or Doctorate) degree from an accredited institution in a related field such as those listed above may substitute for the professional experience on a year-for-year basis.

AND

Three (3) years of environmental air pollution control experience which included engineering and/or permitting.

Preferred Qualifications

In addition to the minimum requirements, the successful candidate in this position will have the following experience:
  • Knowledge and experience interpreting or implementing state and/or federal air quality regulations
  • Data analysis and reporting skills
  • Outstanding skills and abilities in oral and written communications
  • Excellent interpersonal skills
  • Knowledgeable with MS Office Suite
  • Knowledgeable in Google applications, specifically Gmail and Google drive
  • Knowledge and experience writing technical reports
  • Ability to apply new technologies
  • Ability to establish and maintain effective working relationships with all partners
  • Ability to work well independently as well as in or with a team
  • Experience working with local agencies and regulated entities
  • Excellent organizational skills; the ability to set, track, and accomplish priorities, goals, and time tables to achieve maximum productivity, knowing the status of activities at all times
  • Experience in facilitating stakeholder meetings
  • Experience assessing progress with National Ambient Air Quality Standards and Regional Haze requirements
  • Experience developing and implementing emissions reduction strategies
