POSITION TITLE: STOCK ISLAND PLANT OPERATOR (TRAINEE)
OPERATIONS DEPARTMENT

PURPOSE OF CLASSIFICATION The purpose of this classification is to perform scientific and technical work involving the pumping of water and the maintenance of associated records and facilities. Employees in this classification operate the computer controlled pumping systems; monitor water quality through analytical laboratory testing to insure a pure product is maintained by treating for disinfections; dispatch personnel for routine and emergency operations and maintenance; and dispatch personnel for after-hours call outs. Position reports to the Operations Department Area Manager for Key West/Lower Keys.

ESSENTIAL FUNCTIONS The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Maintains an adequate flow of water to provide for customers demand and for fire suppression in Key West and Stock Island. Monitors water quality through testing and insuring that a safe, pure product is maintained; tests for proper levels of disinfectants and treats the storage tanks and/or the distribution system with chlorine and/or ammonia as necessary; monitors the influent and product for alkalinity, pH, free and total chlorine, free and total ammonia, nitrate, dissolved oxygen and nitrite. Reacts to problems concerning the transmission line and other system-wide outages; coordinates with the Florida City controlmen as necessary for repairs to the line; responds to booster station failures, problems localized to an entire Key, a neighborhood, a street, a block or an individual customer; dispatches operations and maintenance crews to handle and document problems in the lower half of the Florida Keys. Monitors two waste water treatment plants via telemetry and responds to system alarms and dispatches personnel. This position is the FKAA’S single point of contact in the lower Florida Keys at night, on weekends and holidays. Dispatches personnel for after-business-hours customer service, as well as emergency turn-off, temporary contracts, and delinquent turn-ons. Interprets telemetry alarm signals to determine failure in hydraulic or telemetry systems. Calibrates test equipment; replenishes and services analyzers; makes reagents and media. Operates radio system to communicate to all areas throughout the FKAA. Page 2 Last Revised: June 12, 2019 Performs clerical functions; maintains station and equipment logs, time cards of dispatched and station personnel; maintains laboratory logs and reports required by the state; records hourly readings; files various reports; performs inventories; and orders supplies. Receives various forms, reports, correspondence, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate. Operates a computer to control electric and diesel driven pumps on site. Operates a Supervisory Control and Data Acquisition (SCADA) system to control two large remote water pumping stations via telemetry. Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, or other software programs. Communicates with supervisor, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Records tank levels, chlorine residuals and pH at six (6) different facilities.

ADDITIONAL FUNCTIONS Paints equipment as necessary; maintains cleanliness of station and yard; assists with general maintenance. Maintains station security; checks grounds; ensures security of all equipment and tools. Sends out samples for trace metals and reagent water; sends thermometers for calibration. Provides assistance to other employees or departments as needed. Performs other related duties as required.

MINIMUM QUALIFICATIONS High school diploma or GED; supplemented by college level course work or vocational training in water treatment plant operations; supplemented by four (4) year previous experience and/or training involving dispatching, lab technical work, and plant operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must be able to obtain a FDEP Water Distribution License – Level 3, within 18 months of hire. Must possess and maintain a valid Florida drivers license. Must be able to work rotating shifts. Must be able to communicate and comprehend the English language.

PERFORMANCE APTITUDES Data Utilization: Requires the ability to calculate and/or tabulate data. Includes performing subsequent actions in relation to these computational operations. Requires attention to detail in documenting specific test results, log entries, and report data. Human Interaction: Requires the ability to provide guidance, assistance, and/or interpretation to others regarding the application of procedures and standards to specific situations. Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and rapid adjustments. Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information. Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties, which are often characterized by frequent change.

ADA COMPLIANCE Physical Ability: Tasks require the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds). Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. All tasks require the ability to communicate orally. Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as odors, wetness, humidity, temperature and noise extremes, machinery, vibrations, or toxic agents.
